عمران خان کے سیکیورٹی عملے نے نیب ٹیم کو زمان پارک میں ان کی رہائش گاہ میں داخل ہونے سے روک دیا۔
ذرائع کا کہنا ہے کہ نوٹس جاری کرنے کے بعد نیب کی دو رکنی ٹیم احاطے سے چلی گئی اور میڈیا سے بات نہیں کی۔
دریں اثنا، پنجاب پولیس نے عمران خان سمیت 150 افراد کے خلاف فرسٹ انفارمیشن رپورٹ (ایف آئی آر) درج کی، ان پر قانونی عمل میں رکاوٹ پیدا کرنے کا الزام لگایا۔ ایف آئی آر ریس کورس تھانے میں پی ٹی آئی کے سربراہ عمران خان، سینیٹر شبلی فراز اور 150 نامعلوم ملزمان کے خلاف درج کی گئی۔

An Accountability Court in Islamabad issued a non-bailable arrest warrant for an accused in the Pink Residency corruption case on Friday. The accused, Aftab Ahmed Memon, failed to appear before the court. The other accused in the case include Abdul Ghani Majeed, Khawaja Anwar Majeed, Abdul Jabbar Memon, Muhammad Shabbir, and others. The court had previously fixed March 8 for the announcement of its reserved judgment on the petitions of the accused.
The NAB filed a reference against 16 people, including Abdul Ghani Majid, for their involvement in the illegal regularisation of two plots in Gulistan-e-Jauhar. According to the anti-graft body, the financial transactions related to the plots were conducted through fake bank accounts. The NAB estimates that the illegal land regularisation and consequent sale caused a loss of Rs 4 billion to the national exchequer.

PTI Senior Vice President Fawad Chaudhry has said that a new leader of the opposition in the National Assembly from his party should be notified before the selection of new chairman of the National Accountability Bureau (NAB).
Fawad insisted that since the Lahore High Court (LHC) has suspended the notification of PTI lawmakers, the opposition leader in NA should be picked from the party.
Thus, he demanded, a head of the anti-graft body should be appointed only after proper consultation with the opposition leader.
The former federal minister noted that the current leader of the opposition, Raja Riaz – a disgruntled PTI legislator – lacked the credentials for the process as “everyone knows he was a turncoat”.
If the NAB chief is appointed with the consultation of Riaz, it would be unacceptable, he added.
He went on to stress that the PTI would approach the courts if a PTI parliamentarian was consulted on the matter and claimed that NAB Chairman Aftab Sultan resigned from his post due to “pressure to lodge fake cases” against the government’s opponents.
He claimed that an organised campaign has been launched against the judges. “The PML-N has started a campaign against five judges involved in the Panama case,” he alleged and said that the Supreme Court of Pakistan should take notice of this.
The PTI wants to strengthen the judicial system in the country, he added.
He disclosed that the PTI has decided that when whenever the court calls them, they would appear before the courts. “I do not understand why the judges thought calling Imran to the court was necessary. However, out of respect for the judiciary, the former premier appeared for the hearing,” he added.
However, he castigated the authorities for not making arrangements for the PTI chief’s visit to the LHC.
“The high court made history on the occasion of PTI Chairman Imran Khan’s appearance before the bench. The people of Lahore showered their love [on Imran].”
Commenting on PTI’s ‘jail bharo’ (volunteer arrest) movement, he said it kick off on Wednesday (today), adding it would be on peaceful protests.
He expressed thanks to the government for imposing Section 144 (on the few roads of the city) and added that tomorrow thousands of people would stage a protest on Mall Road. “Our only demand is snap polls,” he added.
On this occasion, PTI Senator Ejaz Chaudhry said the movement was the next political plan of the PTI, adding that about 200 leaders and workers would surrender themselves before the authority.
“This movement was also a protest against inflation and the arrests would be made in other cities after Lahore,” he added.
PTI writes to NA speaker
On the other hand, in a related development, PTI wrote a letter to National Assembly Speaker Raja Pervaiz Ashraf seeking to regain the key position in the wake of the NAB head’s resignation.
PTI Chief Whip in National Assembly Malik Aamir Dogar submitted the letter to the National Assembly Secretariat on the instruction of PTI Chairman Imran Khan.
Citing the verdict of the LHC, the letter stated that the largest opposition party in the national legislature was PTI. Hence, the opposition leader must be from the same party.
The letter added that according to the NAB law; the appointment of a new chairman also has to be carried out after consultation between the leader of the house and the leader of the opposition.
Therefore, the replacement of NAB\’s former chairman Aftab Sultan must be finalised after consultation with the new opposition leader nominated by PTI.
ISLAMABAD: Chief Justice of Pakistan (CJP) Umar Ata Bandial said on Tuesday that after the recent amendments to the NAB law, there were definitive features in the law that have lessened the gravity of offences.
For instance, properties acquired in the name of family members or spouses had been taken out of the ambit of the act, and that the law now required concrete evidence to include family members as accused in a corruption reference, he said.
The CJP observed this while heading a three-judge bench that had taken up a challenge filed by former prime minister Imran Khan against the August 2022 amendments to the National Accountability Ordinance (NAO).
Justice Ijazul Ahsan, a bench member, said it would be very difficult to prove if the corruption reference was referred to the relevant forum after it was returned to NAB by the accountability courts.
Only five politicians among 41 acquitted after amendments, SC told
However, senior counsel Makhdoom Ali Khan, who represented the federal government, told the Supreme Court that the change of procedure in corruption references did not provide any right to the petitioner to substantiate the violation of the fundamental rights with that of procedure.
Khawaja Haris Ahmed, on behalf of the petitioner, also pleaded before the Supreme Court that the amendments to the law did not sanction what to do next after the reference was returned by accountability courts.
While citing several cases, Mr Khan argued that the petitioner for approaching the top judge directly had to cross the first threshold that the statute he had challenged was ex facie discriminatory and that his personal right had been infringed or he was representing on behalf of a certain class whose rights have been infracted and by filing the petition on their behalf such class would be benefitted and that the petitioner had acted in a bona fide manner.
The counsel said the amendments to the accountability law was not discriminatory, and the petitioner had to establish that they violated particular fundamental rights.
Moreover, if the statute was crafted in a manner that actions flowing out of it were capable of violating of the fundamental rights, then one has to wait for the particular action to be taken place.
The counsel also highlighted that though the jurisdiction of the apex court was enhanced during the period of former chief justice Iftikhar Mohammad Chaudhry, the court was still careful to hold in the Tahirul Qadri case that the petitioner while approaching the court under Article 184(3) of the Constitution must be acting in a bona fide manner.
During the hearing, a chart was also presented before the SC, stating that 221 corruption references had so far been returned or transferred from all regions of the NAB office after the amendment ordinance of 2019 and 2020, of which 29 involved politicians and eight of those 29 were parliamentarians, whereas the total number of the accused was 1,201.
Likewise, 41 people have been acquitted after the amendments both through the 2019 ordinance and 2022 amendment acts; of them, five were politicians, including two were parliamentarians.
The chart explained that 11 references were filed against former prime minister Raja Pervaiz Ashraf of which he was acquitted in two references whereas two references were returned under 2021 amendment ordinance and six references were returned under First amendment act of 2022.
Similarly, four references were filed against former Finance Minister and PTI Senator Shaukat Fayyaz Tareen of which two were returned under 2022 amendment act, whereas in two references he was acquitted.
Two references were filed against former prime minister Syed Yousaf Raza Gillani which was abated under second and third amendment ordinance of 2021 as well as 2022 amendment act.
ISLAMABAD: After serving for eight months, National Accountability Bureau (NAB) Chairman Aftab Sultan resigned on Tuesday, citing “interference” and “pressure”.
Although Mr Sultan did not elaborate who was pressuring him, the main opposition PTI claimed he was being coerced to file corruption references against their chief Imran Khan.
Mr Sultan had sent his resignation to Prime Minister Shehbaz Sharif which was subsequently accepted, the Prime Minister’s Office (PMO) confirmed.
He was appointed by the incumbent government in July 2022 after retired Justice Javed Iqbal relinquished charge as NAB chairman.
Aftab Sultan says never ‘bowed to any pressure’; PTI wants in on talks to choose next head of accountability watchdog
“The chairman National Accountability Bureau, Aftab Sultan presented his resignation to Prime Minister Shehbaz Sharif citing personal reasons. The PM appreciated the services of Aftab Sultan and lauded his honesty and uprightness. Upon his insistence, the prime minister reluctantly accepted his resignation,” an official PMO press release said.
Following Mr Sultan’s resignation, NAB Deputy Chairman Zahir Shah has been given the acting charge as chairman.
‘Never bowed to pressure’
Soon after his resignation, Mr Sultan held a farewell meeting with NAB officers.
According to a press release issued by NAB, Mr Sultan expressed satisfaction at upholding “his principles” and not bowing to any “pressure”.
“I can neither initiate a false case nor drop an established reference merely because the culprit was related to some big shot,” the press release quoted Mr Sultan as saying, without mentioning any specific case.
He said that throughout his professional career, he tried to act according to the law and never compromised on his principles.
He said continuity of the political process and elections were essential. The former NAB chief said he had complete faith in the bureau’s young officers to uphold high moral values and rule of law.
Mr Sultan had persistently complained of receiving “dictations through telephone calls” but he refused to extend undue favours in cases, a source has told Dawn.
The source said that the impression in the media that Mr Sultan was not taking any action on cases irked him.
Mr Sultan, a retired officer of the Police Service of Pakistan, has not always seen eye to eye with those at the helm.
In 2002, as a regional police officer in Sargodha, he refused to assist the administration in the referendum held by the then chief executive, retired Gen Pervez Musharraf. For his defiance, he was made an OSD.
He also prepared a 5,000-page report on the directives of the Supreme Court as the additional inspector general of police in the Bank of Punjab case.
He was appointed as an investigation officer in the case after the apex court expressed dissatisfaction over NAB’s inquest.
He retired as the Intelligence Bureau (IB) chief on April 3, 2018, after serving for almost six years.
PTI hurries return to NA
It is now expected that the government would soon appoint a new chairman, which requires the consent of the opposition leader in the National Assembly. The position is currently held by Raja Riaz, a dissident member of the PTI.
Sensing the opportunity, the PTI claimed its members were returning to the National Assembly and will elect the opposition leader after dislodging Mr Riaz from the position.
This will allow the party to become part of consultations on the appointment of Mr Sultan’s successor.
PTI leader Fawad Chaudhry hailed the resignation and called it a “big step towards breaking the fascist system”.
“I ask the 22 officers who have been appointed to Punjab for political intervention to detach themselves from this system because it is in the interest of both the country and the bureaucracy,” Mr Chaudhry tweeted on Tuesday.
Separately, in a media talk, Mr Chaudhry said the appointment of the new chairman, in consultation with Mr Riaz, will not be accepted by PTI.
He claimed the former NAB chairman was pressured to file fake cases against the PTI chairman.
He added the PTI members will soon return to the National Assembly as the Lahore High Court had already suspended their de-notification by the election commission.
The PTI, on Tuesday, also wrote to the National Assembly Speaker, Raja Pervez Ashraf requesting to change the opposition leader.
The letter, written by PTI leader Muhammad Aamir Dogar, said the LHC had already suspended the speaker’s decision of accepting PTI lawmakers’ resignations.
“As a result … the largest opposition party in the National Assembly is now PTI, and the leader of the opposition should now be from PTI,” the letter stated.

سلطان نے نیب ہیڈ کوارٹرز میں الوداعی تقریب سے خطاب کرتے ہوئے کہا کہ انہوں نے چیئرمین کے عہدے سے مستعفی ہونے کا فیصلہ کیا ہے۔ انہوں نے کہا کہ وہ کسی کے خلاف جھوٹا مقدمہ نہیں چلا سکتے اور نہ ہی کسی کے خلاف صرف اس بنیاد پر کوئی ریفرنس خارج کر سکتے ہیں کہ مجرم کسی بڑے شاٹ کا رشتہ دار ہے۔
انہوں نے کہا کہ وہ انتہائی خوش اور مطمئن ہیں کہ وہ اپنے اصولوں کو برقرار رکھنے کے قابل ہیں اور کسی دباؤ کے سامنے نہیں جھکے۔ انہوں نے اپنی پوری زندگی اور پیشہ ورانہ زندگی میں قانون کے مطابق کام کرنے کی کوشش کی اور اپنے اصولوں پر کبھی سمجھوتہ نہیں کیا، انہوں نے مزید کہا کہ آئین ہمارے تمام مسائل کا حل فراہم کرتا ہے۔
سلطان نے کہا کہ آئین پر عمل نہ کرنے کی وجہ سے آج ہم سیاسی اور معاشی بدحالی کا شکار ہیں۔ ہر سیاسی حکومت کو عوام نے اپنی پانچ سالہ مدت پوری کرنے کا حکم دیا ہے اور کوئی فرد یا گروہ قومی مفاد کے نام پر حکومت کو ہٹانے کا مجاز نہیں ہے۔ انہوں نے کہا کہ سیاسی عمل اور انتخابات کا تسلسل ضروری ہے۔ انہوں نے کہا کہ انہیں اعلیٰ اخلاقی اقدار اور قانون کی حکمرانی کے اصولوں کو برقرار رکھنے کے لیے نیب کے نوجوان افسران پر مکمل اعتماد تھا۔
وزیراعظم آفس سے جاری بیان کے مطابق چیئرمین نیب آفتاب سلطان نے ذاتی وجوہات کی بناء پر اپنا استعفیٰ وزیراعظم شہباز شریف کو پیش کیا۔ وزیراعظم نے سلطان کی خدمات کو سراہا اور ان کی ایمانداری اور راست بازی کو سراہا۔ ان کے اصرار پر، وزیراعظم نے ہچکچاتے ہوئے سلطان کا استعفیٰ قبول کر لیا۔
میڈیا رپورٹس کے مطابق سلطان نے کہا کہ انہوں نے چند روز قبل عہدے سے استعفیٰ دیا تھا۔ \”مجھ سے کچھ ایسی چیزیں کرنے کو کہا گیا جو مجھے قبول نہیں تھیں۔\”
لاہور: پاکستان تحریک انصاف (پی ٹی آئی) کے سینئر نائب صدر فواد چوہدری نے کہا ہے کہ قومی احتساب بیورو (نیب) کے نئے چیئرمین کے انتخاب سے قبل پی ٹی آئی کی جانب سے قومی اسمبلی میں نئے قائد حزب اختلاف کا اعلان کیا جانا چاہیے۔
جمعرات کو یہاں ایک پریس کانفرنس سے خطاب کرتے ہوئے، چوہدری نے کہا کہ قومی اسمبلی میں اپوزیشن لیڈر پی ٹی آئی سے ہونا چاہئے کیونکہ لاہور ہائی کورٹ نے پی ٹی آئی کے اراکین اسمبلی کے ڈی نوٹیفکیشن کو معطل کر دیا ہے۔ اس طرح انہوں نے مطالبہ کیا کہ پہلے نئے اپوزیشن لیڈر کا نوٹیفکیشن کیا جائے اور پھر مشاورت کے بعد نیا چیئرمین نیب تعینات کیا جائے۔
سابق وزیر نے کہا کہ کوئی بھی قائد حزب اختلاف راجہ ریاض کی مشاورت کو قبول نہیں کرے گا کیونکہ \”سب جانتے ہیں کہ وہ ٹرن کوٹ تھے\”۔ انہوں نے مزید کہا کہ اگر نیب کا چیئرمین ریاض کی مشاورت سے لگایا گیا تو یہ ناقابل قبول ہوگا۔
انہوں نے خبردار کیا کہ چیئرمین نیب کی تقرری پر پی ٹی آئی کے رکن پارلیمنٹ سے مشاورت نہ کی گئی تو وہ عدالتوں سے رجوع کریں گے۔ انہوں نے یہ بھی کہا کہ نیب کے سابق چیئرمین آفتاب سلطان نے حکومت کے مخالفین کے خلاف جعلی مقدمات درج کرنے کے دباؤ کی وجہ سے اپنے عہدے سے استعفیٰ دیا۔
انہوں نے دعویٰ کیا کہ ججوں کے خلاف ایک منظم مہم چلائی گئی ہے۔ \”پاکستان مسلم لیگ نواز (پی ایم ایل این) نے پاناما کیس میں ملوث پانچ ججوں کے خلاف مہم شروع کر رکھی ہے اور اس طرح سپریم کورٹ آف پاکستان کو اس کا نوٹس لینا چاہیے،\” انہوں نے مزید کہا کہ وہ ملک میں عدالتی نظام کو مضبوط کرنا چاہتے ہیں۔ .
انہوں نے انکشاف کیا کہ پی ٹی آئی نے فیصلہ کیا ہے کہ جب بھی عدالت بلائے گی وہ عدالتوں میں پیش ہوں گے۔ \”مجھے سمجھ نہیں آتی کہ ججوں نے خان کو عدالت میں بلانا کیوں ضروری سمجھا۔ تاہم، عدلیہ کے احترام میں، سابق وزیراعظم سماعت کے لیے پیش ہوئے۔

1999 میں قائم کی گئی ویب سائٹ میں مزید کہا گیا ہے کہ ابتدائی تین سالوں تک نیب کی توجہ وائٹ کالر جرائم کی کھوج، تفتیش اور پراسیکیوشن پر مرکوز رہی۔ جن لوگوں پر مقدمہ چلایا گیا ان میں سیاست دان، عوامی خدمات کے اہلکار اور دیگر شہری شامل ہیں جو یا تو اختیارات کے ناجائز استعمال کے مجرم تھے یا بدعنوانی کے ذریعے قومی خزانے کو کروڑوں روپے سے محروم کر چکے تھے۔
فروری 2002 میں، نیب نے قومی انسداد بدعنوانی کی حکمت عملی (NACS) پروجیکٹ کا آغاز کیا جس نے وسیع البنیاد سروے کیے، بین الاقوامی انسداد بدعنوانی ایجنسیوں کے بیرونی ماڈلز کا مطالعہ کیا اور مقامی اسٹیک ہولڈر کو شامل کیا۔
اس سال کے شروع میں، نیب کو 7000 سے زائد شکایات موصول ہوئیں کرپٹ عناصر کے خلاف انکوائریوں میں سے 1075 کو انکوائریوں میں تبدیل کیا گیا جبکہ 2022 کے دوران 315 انویسٹی گیشن کی سطح پر پہنچ گئیں۔
گزشتہ ہفتے پاکستان مسلم لیگ نواز (پی ایم ایل این) کے سینئر رہنما شاہد خاقان عباسی نے کہا تھا کہ نیب ملک کا کرپٹ ترین ادارہ ہے۔
انہوں نے کہا کہ جب تک نیب فعال رہے گا پاکستان نہیں چل سکتا۔
مسلم لیگ (ن) کے رہنما نے کہا کہ حکومتی اہلکار اینٹی گرافٹ واچ ڈاگ کے خوف کی وجہ سے اپنے اختیارات استعمال کرنے سے گریزاں ہیں۔
انہوں نے زور دے کر کہا کہ نیب کو سیاسی انتقام کے لیے بنایا گیا تھا اور سابق چیئرمین جاوید اقبال کو اپنے دور حکومت سے متعلق سوالات کے جوابات دینے کی ضرورت تھی۔
