    At a high-level National Apex Committee meeting chaired by Prime Minister Shehbaz Sharif, he urged lawmakers to rise above personal likes and dislikes for the country to rise like an \”economic tiger\”. The meeting was attended by several prominent members from the political and military establishment.

    The Prime Minister criticised Imran Khan\’s Pakistan Tehreek-e-Insaf (PTI) party for not attending the meeting held last month. He also called for a resolution through dialogue and not through the streets. This Apex Committee meeting was held in response to the Peshawar incident on January 30th, where a Taliban suicide bomber blew himself up during the afternoon prayers in a mosque, killing 101 people and injuring more than 200.

    The National Action Plan (NAP) was devised by the then governors of Pakistan Muslim League-Nawaz (PML-N) in response to the Army Public School attack in Peshawar in 2014. The Defence Minister and the Director General of the country\’s spy agency Inter-Services Intelligence (ISI) met the top brass of the Afghanistan Taliban regime in Kabul to discuss the rise in terror attacks in Pakistan masterminded by the TTP.

    The TTP, set up as an umbrella group of several militant outfits in 2007, called off a ceasefire with the federal government and ordered its militants to stage terrorist attacks across the country. Prime Minister Sharif said for the sake of the country’s prosperity, all stakeholders must sit down and resolve the matter amicably. He urged all to rise above personal likes and dislikes for the country to become an economic tiger.

  • Personal inflation calculator: what is your inflation rate?

    This inflation calculator allows users to track their personal inflation rate in the UK, US and Japan. It uses data from the Office for National Statistics, Bureau for Labour Statistics and Statistics Bureau of Japan and measures of CPIH, CPI-U and CPI respectively. The calculator is recommended for regular monthly spending, however users may enter last month\’s actual spending, including any irregular purchases, or the monthly average values of all their spending. Homeowners can enter how much they spend on mortgage payments and home insurance in “Rent/mortgage” and how much they spend on repairs and home improvements in “Homeware and maintenance”. National inflation rates are calculated by collecting and recording prices for the same set of products from a large sample of shops around the country and online. Items are then weighted to ensure they reflect their relative importance in the overall shopping basket. Personal inflation rates are estimated by collecting and calculating the latest and historic 12-month price indices data for each spending category and defining a weight that it should apply to each category’s price inflation based on the spending inputs the user provides. The calculator then mimics the calculation carried out by the national statistics authority to produce an overall personal inflation rate.

  • Financial strength possible when personal interests not prioritised: minister

    اسلام آباد: وفاقی وزیر تجارت سید نوید قمر نے کہا ہے کہ ریاست کی مالی استحکام اسی وقت ممکن ہے جب ہم اپنے ذاتی مفادات پر ریاست کے مفادات کو ترجیح دیں۔

    یہ بات انہوں نے گزشتہ روز یہاں نیشنل انشورنس کمپنی (این آئی سی ایل) کی کارکردگی کی تقریب سے خطاب کرتے ہوئے کہی۔

    وفاقی وزیر نے کہا کہ این آئی سی ایل نے حکومت کے اعلیٰ کارکردگی کا مظاہرہ کرنے والے اداروں میں سے ایک بننے کے لیے مشکل وقت کا سامنا کیا ہے جیسا کہ 25.65 ارب روپے کا ریکارڈ مجموعی غیر تحریری پریمیم (GWP) رپورٹ کیا گیا ہے۔

    سید نوید قمر نے این آئی سی ایل کے معاشی نمو کو فروغ دینے اور ملک کے انشورنس سیکٹر کو بااختیار بنانے کے عزم کو سراہا۔

    انہوں نے کہا کہ NICL زرعی پالیسی کسانوں کو سیلاب، خشک سالی، ژالہ باری اور دیگر قدرتی آفات سے ہونے والے نقصانات کے خلاف جامع کوریج فراہم کرتی ہے۔

    ان دنوں میں اپنی یادداشتوں پر کام کرنے میں کافی وقت صرف کر رہا ہوں جو مجھے اس سال کے آخر تک مکمل ہونے کی امید ہے۔ تیار کردہ مسودے میں، میں ان بات چیت کو جگہ دے رہا ہوں جن سے میں نے کئی عالمی رہنماؤں کے ساتھ بات چیت کی ہے جن سے میں ورلڈ بینک میں اپنی طویل سروس کے دوران رابطے میں آیا تھا۔ میں پاکستان کے بہت سے سینئر لوگوں سے بھی رابطے میں تھا تاکہ ان کے ملک کے حالات کا جائزہ لیا جا سکے جنہوں نے پاکستان پر شائع ہونے والی کئی کتابیں لکھنے میں میری مدد کی۔ میں غلام اسحاق خان، ضیاءالحق، پرویز مشرف اور فاروق لغاری کو اچھی طرح جانتا تھا۔ میں 4 فروری کو دبئی میں مشرف کی موت سے غمزدہ ہوں، اور سوچا کہ میں اپنے اخبار کے قارئین سے کچھ باتیں بتاؤں جو ہماری گفتگو میں سامنے آئیں۔

    جب میں 2000 کے اوائل میں ورلڈ بینک سے ریٹائر ہوا تو مجھے واشنگٹن میں قائم ووڈرو ولسن انسٹی ٹیوٹ فار انٹرنیشنل سکالرز (اب ولسن سینٹر) نے وہاں کچھ وقت گزارنے اور پاکستان کی معیشت اور اس کے سیاسی نظام کے بارے میں مشرف کے انتظام کے بارے میں لکھنے کی دعوت دی۔ اس طرح کی کتاب میں نے پاکستان کی تاریخ کے پہلے ادوار پر جو کچھ لکھا ہے اس کا فالو اپ ہوتا۔

    پاکستان پر میری پہلی کتاب 1980 میں لندن میں میک ملن نے عنوان کے تحت شائع کی تھی۔ بھٹو کے ماتحت پاکستان. دوسری کتاب امریکہ میں مقیم ویسٹ ویو پریس نے شائع کی تھی اور اسے آنجہانی کریگ بیکسٹر کے ساتھ مل کر لکھا گیا تھا جنہوں نے امریکن ڈپلومیٹک کور کے رکن کے طور پر پاکستان میں خدمات انجام دی تھیں۔ میں نے 2002 میں مشرف کی کتاب پر کام شروع کیا اور اپنی تحریر کا آغاز صدر کے ساتھ کئی طویل بات چیت سے کیا جنہوں نے 1999 کی بغاوت میں ملک پر قبضہ کیا تھا۔ مارچ 2006 میں ایک ملاقات میں انہوں نے مجھ سے پوچھا کہ کیا میری کتاب ان کی یادداشت شائع ہونے سے پہلے منظر عام پر آئے گی۔ اس نے مجھے بتایا کہ ان کی کتاب ستمبر 2006 میں اس عنوان سے شائع ہوگی۔ لائن آف فائر میں. اس نے کہا کہ اسے بتایا گیا ہے کہ میں نے مخطوطہ ختم کر دیا ہے۔

    میں نے کہا کہ جس کتاب پر میں کام کر رہا تھا وہ مکمل ہو چکی تھی، میں نے مخطوطہ کو کچھ دوبارہ لکھنے کے لیے محفوظ کر دیا تھا کیونکہ ان کے دفتر میں برسوں کا میرا تاثر بہت مثبت سے کچھ منفی ہو گیا تھا۔ اس نے اسے حیران کر دیا۔ انہوں نے کہا کہ میں ماہر معاشیات ہوں سیاسی سائنس دان نہیں اور ان کی قیادت میں حکومت کی معاشیات کے شعبے میں کارکردگی بہت اچھی رہی۔ میں نے اسے بتایا کہ ایسا نہیں ہے حالانکہ اس نے اور ان کے وزیر اعظم نے کئی بیانات دیے تھے کہ انہوں نے معیشت کو اس راستے پر کھڑا کر دیا ہے جہاں مجموعی گھریلو پیداوار ایک سال میں 7 سے 8 فیصد کی پائیدار شرح سے بڑھے گی۔ میں نے کہا کہ ایسا نہیں ہوگا۔

    میں نے اسے بتایا کہ میں نے سر رائے ہیروڈ کے تحت آکسفورڈ میں معاشیات کی تعلیم حاصل کی تھی جو اقتصادی ترقی کی پائیدار شرح کی پیمائش کے ایک سادہ فارمولے کے مصنف تھے۔ نام نہاد Harrod-Domar ماڈل نے استعمال کیا جو بڑھتے ہوئے کیپیٹل آؤٹ پٹ ریشو، ICOR کے نام سے جانا جاتا ہے، جو معیشت کی سمجھی گئی کارکردگی پر مبنی تھا۔ تناسب عام طور پر 3 اور 4 کے درمیان تھا، پیمانے کے نچلے سرے پر زیادہ موثر معیشتوں کے ساتھ۔ جب سرمایہ کاری کی شرح کو GDP کے فیصد کے طور پر ICOR نے تقسیم کیا، تو نتیجہ پائیدار شرح نمو تھا۔ پاکستان کا آئی سی او آر بہترین طور پر تقریباً 3.5 تھا اور سرمایہ کاری کی شرح جی ڈی پی کا تقریباً 14 فیصد تھی۔ 14 کو 3.5 سے تقسیم کرنے سے 4 حاصل ہوا ترقی کی پائیدار شرح۔ اس میں اضافہ صرف ICOR کو کم کرکے یا قومی سرمایہ کاری کی شرح کو بڑھا کر کیا جاسکتا ہے۔ مشرف دور میں بھی ایسا نہیں ہوا۔

    دوسرا موضوع جس پر میں نے مشرف سے بات کی وہ ہندوستان کے ساتھ تعلقات تھے۔ میں نے ان سے کہا کہ میں منموہن سنگھ کو اچھی طرح جانتا ہوں جو اس وقت ہندوستان کے وزیر اعظم تھے۔ بھارتی وزیراعظم بننے کے بعد ان سے میری پہلی ملاقات نئی دہلی میں ہوئی۔ انہوں نے مجھے اپنے گھر بلایا تھا اور گفتگو کے دوران انہوں نے مجھ سے پوچھا کہ کیا میں مشرف کو جانتا ہوں اور اگر میں جانتا ہوں تو مجھے انہیں ایک پیغام پہنچانا چاہیے۔ \”میں نے پاکستانی صدر سے دو ملاقاتیں کی ہیں جب ہم دونوں بین الاقوامی اجلاسوں میں شریک ہوتے تھے۔ پہلے میں نے ان سے کہا کہ ہم دونوں اپنے ملکوں کے حادثاتی لیڈر تھے اور ہمیں اس موقع کو اپنے دونوں ملکوں کے عام شہریوں کے لیے کام کرنے کے لیے استعمال کرنا چاہیے۔ ان کا جواب تھا کہ یہ تب ہی ہو سکتا ہے جب ’’ہم کشمیر کا مسئلہ حل کریں‘‘۔ اس کے لیے باؤنڈری لائنوں میں ایڈجسٹمنٹ کی ضرورت ہوگی۔ سنگھ اس راستے پر جانے کے لیے تیار نہیں تھا۔ انہوں نے کہا کہ منتخب وزیر اعظم ہونے کے ناطے میں بین الاقوامی حدود کو تبدیل نہیں کر سکتا۔ انہوں نے ایک اور بات چیت کی، اس بار اقوام متحدہ کی سالانہ کانفرنس کے موقع پر۔ سنگھ نے ایک بار پھر مشرف سے کہا کہ وہ جنوبی ایشیا کے تمام شہریوں کی معاشی اور سماجی بہبود کے لیے دونوں ممالک کو آگے بڑھانے کے لیے ان کے ساتھ مل کر کام کریں۔ اس بار مشرف ایک نقشہ لے کر آئے تھے جس میں دکھایا گیا تھا کہ کشمیر کی بین الاقوامی سرحدوں کو کس طرح دوبارہ کھینچا جا سکتا ہے۔ بھارتی وزیراعظم کا ردعمل بھی وہی تھا۔ ’’اگر آپ مشرف کو اچھی طرح جانتے ہیں تو شاید آپ انہیں قائل کر سکتے ہیں کہ میں باؤنڈریز کے ساتھ کھیلنے کی پوزیشن میں نہیں ہوں۔ مختصر یہ کہ میں راستے میں جانے کے لیے تیار ہوں۔‘‘

    جب میں پھر مشرف سے ملا تو میں نے انہیں منموہن سنگھ کا پیغام دیا۔ صدر نے یہ کہتے ہوئے جواب دیا کہ انہوں نے مجھے ان دونوں ملاقاتوں کا مادہ صحیح طور پر پہنچایا ہے۔ اگر آپ اسے دوبارہ دیکھیں تو اس سے پوچھیں کہ وہ پاکستان کیوں نہیں آتا۔ میں نے انہیں کئی بار مدعو کیا لیکن انہوں نے پاکستان کا دورہ نہ کرکے مجھے شرمندہ کیا۔ میں نے سنگھ کو وہ پیغام پہنچایا اور اس کا جواب درج ذیل تھا: \”وہ فوج میں ایک جنرل ہے اور اسے بس اتنا کرنا ہے کہ وہ اپنے بیٹ مین سے کہے کہ وہ اپنا سوٹ کیس پیک کرے اور اپنے جہاز کو کال کرے کہ وہ اسے ہندوستان لے جائے۔ میں ایک جمہوری نظام کا انچارج ہوں جو چیک اینڈ بیلنس کی بنیاد پر کام کرتا ہے۔ پاکستان کے دورے کے لیے متعدد وزارتوں اور محکموں کی منظوری درکار ہوگی۔ اس میں وقت لگتا ہے.\” جب میں نے اپنی اگلی ملاقات میں پرویز مشرف کو یہ جواب پہنچایا تو انہوں نے بڑی برہمی کا اظہار کیا۔ \”منموہن سنگھ ایسے \’بابو\’ ہیں،\” انہوں نے کہا۔
