  • Key developments in the aftermath of the Turkey, Syria quake

    ای سی ڈی سی نے وائرل انفیکشن جیسے ہیپاٹائٹس اے، پرجیویوں اور بیکٹیریل انفیکشن سے بھی خبردار کیا جو ہنگامی پناہ گاہوں اور کیمپوں میں حفظان صحت کی مشکل حالات سے پھیل سکتے ہیں۔

    شام نے عارضی ہاؤسنگ یونٹس کا مطالبہ کیا ہے۔

    شام کے پبلک ورکس اور ہاؤسنگ کے وزیر، سہیل عبداللطیف کا کہنا ہے کہ شامی حکومت زلزلے سے بے گھر ہونے والے لوگوں کے لیے 350 ہاؤسنگ یونٹس محفوظ کرے گی اور \”دوستانہ ممالک\” سے مزید بھیجنے کا مطالبہ کیا ہے۔

    انہوں نے کہا، \”ہم اپنی صلاحیتوں کے مطابق متاثرہ لوگوں کو محفوظ بنائیں گے، لیکن تھوڑی دیر کے بعد، ان کی صحت کو محفوظ رکھنے کے لیے خاندانوں کو پناہ گاہوں میں رکھنا جاری رکھنا ممکن نہیں ہے۔\”

    زلزلے سے متاثرہ تمام علاقوں میں رہائش ایک اہم ضرورت رہی ہے، بہت سے خاندان عارضی خیموں میں سو رہے ہیں یا ہجوم والے اسکولوں اور کھیلوں کے اسٹیڈیموں میں گھس رہے ہیں۔

    اردگان کا کہنا ہے کہ مارچ میں تعمیر نو شروع ہو جائے گی۔

    مئی یا جون میں انتخابات کا سامنا کرنے والے اردگان کا کہنا ہے کہ ان کا ملک اگلے ماہ کے اوائل میں دسیوں ہزار نئے مکانات کی تعمیر شروع کر دے گا۔

    اردگان نے کہا کہ نئی عمارتیں تین یا چار منزلہ سے زیادہ اونچی نہیں ہوں گی، جو کہ مضبوط زمین پر اور اعلیٰ معیار پر اور \”جیو فزکس، جیو ٹیکنیکل، جیولوجی اور سیسمولوجی کے پروفیسرز\” اور دیگر ماہرین کی مشاورت سے بنائی جائیں گی۔

    بلنکن نے امریکیوں کے ردعمل کی تعریف کی۔

    امریکی وزیر خارجہ اینٹونی بلنکن نے زلزلے کے بعد امریکیوں کی طرف سے فراہم کی جانے والی امداد کی تعریف کی ہے۔

    بلنکن نے انقرہ میں کہا کہ امریکی حکومت نے \”گھنٹوں کے اندر\” تباہی کا جواب دیا اور اب تک سینکڑوں اہلکار اور امدادی سامان بھیج دیا ہے۔ لیکن انہوں نے کہا کہ عام امریکیوں نے بھی زلزلے کے علاقے سے \”دل دہلا دینے والی\” تصاویر کا جواب دیا تھا۔

    \”ہمارے پاس ریاستہائے متحدہ میں نجی شعبے سے تقریبا$ 80 ملین ڈالر کے عطیات ہیں، [from] افراد جب میں نے واشنگٹن میں ترک سفارت خانے کا دورہ کیا تو میں تقریباً سامنے کے دروازے تک نہیں جا سکا کیونکہ سفارت خانے کے پورے ڈرائیو وے میں بکسوں کے ڈھیر لگے ہوئے تھے،‘‘ بلنکن نے کہا۔

    نیٹو کنٹینر گھر بھیجتا ہے۔

    نیٹو کا کہنا ہے کہ 600 عارضی کنٹینر گھروں کو لے کر ایک جہاز اٹلی سے روانہ ہو گیا ہے اور توقع ہے کہ اگلے ہفتے ترکی پہنچے گا۔

    فوجی اتحاد نے 1,000 سے زیادہ کنٹینرز بھیجنے کا وعدہ کیا ہے جو زلزلے سے بے گھر ہونے والے کم از کم 4,000 افراد کے لیے عارضی پناہ گاہوں کا کام کریں گے۔

    نیٹو کے سربراہ جینز اسٹولٹن برگ، جنہوں نے گزشتہ ہفتے زلزلے سے تباہ ہونے والے علاقے کا دورہ کیا، اسے اتحاد کی تاریخ کی بدترین تباہی قرار دیا۔

    حکام کا کہنا ہے کہ زلزلے سے متاثرہ ترکی کے 11 صوبوں میں 110,000 سے زائد عمارتیں یا تو تباہ ہوگئیں یا اس قدر شدید نقصان پہنچا کہ انہیں گرانے کی ضرورت ہے۔

  • Companies ordered to take corrective measures: Mobile operators don’t meet key performance indicators: survey

    اسلام آباد: سیلولر موبائل آپریٹرز (CMOs) نے اپنے لائسنسوں میں مذکور کلیدی کارکردگی کے اشارے (KPIs) اور ویب پیج لوڈنگ کے وقت اور تاخیر کے حوالے سے قابل اطلاق ضوابط سے محروم کر دیا ہے، سروس کے معیار (QoS) کے بارے میں ایک آزاد سروے پاکستان ٹیلی کمیونیکیشن اتھارٹی (پی ٹی اے) نے انکشاف کیا ہے۔

    پی ٹی اے نے آپریٹرز کو لائسنسوں میں درج معیارات کے مطابق سروس کے معیار کو بلند کرنے کے لیے اصلاحی اقدامات کرنے کی ہدایات جاری کی ہیں۔

    سی ایم اوز کی کارکردگی اور سروس کے معیار کی پیمائش کے لیے، چوتھی سہ ماہی، یعنی اکتوبر تا دسمبر 2022 کے دوران 13 سے زیادہ موٹرویز اور ہائی ویز پر ایک آزاد QoS سروے کیا گیا۔ اسی سہ ماہی کے دوران پنجاب، خیبرپختونخوا اور بلوچستان۔

    سروے خودکار QoS مانیٹرنگ اور بینچ مارکنگ ٹول \’SMARTBENCHMARKER\’ کا استعمال کرتے ہوئے کیا گیا تھا۔ ٹیسٹ ٹیموں نے سروے کے راستوں کا انتخاب اس طرح کیا کہ مین سڑکیں، سروس روڈز اور زیادہ تر سیکٹرز/کالونیوں کا احاطہ کیا گیا۔

    سروے کے دوران، وائس کالز، ایس ایم ایس کے لیے موبائل ہینڈ سیٹس کو ٹیکنالوجی کے آٹو ڈیٹیکٹ موڈ میں رکھا گیا تھا، جب کہ موبائل براڈ بینڈ/ڈیٹا سیشنز کے معاملے میں، موبائل ہینڈ سیٹس کو آٹو ڈیٹیکٹ اور لاک دونوں موڈ میں رکھا گیا تھا۔

    سیلولر موبائل نیٹ ورک QoS ریگولیشنز، 2021 کے مطابق، لائسنس دہندگان کو ویب پیج لوڈنگ ٹائم کی پانچ سیکنڈ کی حد کو پورا کرنے کی ضرورت ہے۔ تاہم، سی ایم اوز شہروں کے ساتھ ساتھ موٹرویز اور ہائی ویز پر اس KPI کی تعمیل کرنے میں ناکام رہے۔

    لائسنس دہندگان کو 4G/LTE ٹکنالوجی کے 75 ملی سیکنڈز اور لیٹنسی کی 3G ٹیکنالوجی کے 150 ملی سیکنڈز کی حد کو پورا کرنا بھی ضروری ہے۔ تاہم، آپریٹرز شہروں کے ساتھ ساتھ موٹر ویز اور ہائی ویز پر 200 ملی سیکنڈ سے زیادہ ریکارڈ کے ساتھ اس KPI کو بڑے مارجن سے کھو بیٹھے۔

    سروے کے دوران، ٹیکنالوجی آٹو ڈیٹیکٹ موڈ کے ساتھ ساتھ لاک موڈ میں ڈیٹا ٹیسٹ کرواتے ہوئے، سروے کے راستوں پر 4G/LTE سگنل کی طاقت کے نمونے ریکارڈ کیے گئے۔

    نیکسٹ جنریشن موبائل سروس (این جی ایم ایس) کے لائسنسوں کے مطابق، لائسنس دہندگان کو 90 فیصد اعتماد کی سطح کے ساتھ -100 ڈی بی ایم یا اس سے اوپر ریفرنس سگنل ریسیو پاور (RSRP) کی حد کو پورا کرنے کی ضرورت ہے۔ تاہم، موٹر ویز اور ہائی ویز پر زیادہ تر معاملات میں، آپریٹرز نے اس KPI کو بڑے مارجن سے کھو دیا۔

    تاہم صنعتی ذرائع کا کہنا ہے کہ پاکستان میں ٹیلی کام انڈسٹری کو شدید چیلنجز کا سامنا ہے، خاص طور پر حالیہ سیلاب اور لیٹرز آف کریڈٹ کے مسئلے کے بعد، جو منصوبوں پر عمل درآمد میں رکاوٹ بن رہے ہیں اور اس کے نتیجے میں خدمات کی تنزلی ہو رہی ہے۔ موجودہ معاشی \”خرابی\” اور متعلقہ لیکویڈیٹی مسائل نے ٹیلی کام کمپنیوں کو لاگت میں کٹوتی کا انتخاب کرنے پر مجبور کیا ہے اور مطالبات کو پورا کرنے کے لیے اپنی صلاحیت کو اپ گریڈ کرنے میں چیلنجوں کا سامنا ہے۔

    وزارت انفارمیشن ٹیکنالوجی اور ٹیلی کمیونیکیشن بار بار خدمات کے ناقص معیار کا اعتراف کرتی رہی ہے جبکہ یہ کہتے ہوئے کہ سروس کے معیار کے پیرامیٹرز دوسرے علاقائی ممالک کے برابر نہیں ہیں۔ ہر ماہ تقریباً 1.5 ملین انٹرنیٹ کنکشن جوڑے جا رہے ہیں، لیکن آپریٹرز ضروریات کو پورا کرنے میں ناکام رہے اور اپنی صلاحیت کو اپ گریڈ نہیں کیا۔

    پی ٹی اے نے حال ہی میں چار سی ایم اوز پر 29 ملین روپے کا جرمانہ عائد کیا ہے کیونکہ وہ اپنے لائسنس میں طے شدہ سروس کے معیار پر پورا اترنے میں ناکام رہے۔
