  • Pak envoy in Kabul decides to step down

    اسلام آباد: افغانستان کے لیے پاکستان کے خصوصی نمائندے سفیر محمد صادق (ریٹائرڈ) نے تقریباً تین سال دفتر میں خدمات انجام دینے کے بعد استعفیٰ دینے کا فیصلہ کیا ہے۔

    صادق نے ٹویٹر پر اپنے فیصلے کا اعلان کیا، ذاتی وجوہات کا حوالہ دیتے ہوئے دفتر چھوڑ دیا۔ \”افغانستان کے لیے پاکستان کے خصوصی نمائندے کے طور پر تقریباً تین سال خدمات انجام دینے کے بعد، میں نے حکومت سے درخواست کی ہے کہ اب وقت آگیا ہے کہ میں آگے بڑھوں اور اپنے ذاتی کاموں – خاندان، کتابوں اور زراعت/ماحول پر توجہ دوں،\” انہوں نے ٹویٹ کیا۔

    انہوں نے وزیراعظم اور دیگر اسٹیک ہولڈرز کا خصوصی نمائندہ برائے افغانستان کی حیثیت سے ان کی حمایت پر شکریہ ادا کیا۔

  • In Kabul talks, Pakistan and Afghanistan discuss growing threat of TTP, ISKP

    Pakistan and Afghanistan discussed the growing threat of terrorism in the region, particularly from the banned militant groups Tehreek-i-Taliban Pakistan (TTP) and Islamic State Khorasan Province (ISKP), in high-level talks held in Kabul on Wednesday. The Pakistani delegation led by Defence Minister Khawaja Asif met Afghan Deputy Prime Minister Mullah Abdul Ghani Baradar Akhund and discussed counter-terrorism measures. The two sides agreed to collaborate to effectively address the threat of terrorism posed by various entities and organisations. The Afghan side asked for the release of Afghans detained in Pakistani jails and for facilities for Afghan passengers at the Torkham and Chaman-Spin Boldak borders. Pakistan has seen a rise in terrorist attacks across the country, believed to have been planned and directed by TTP leaders based in Afghanistan, and the government is sending delegations to Tehran and Kabul to ask them to ensure their soil is not used by terrorists against Pakistan.

  • Pressure on Kabul | The Express Tribune

    Washington appears to be getting fed up with the Afghan Taliban’s refusal to honour several aspects of the Doha peace deal that led to the US military withdrawal from Afghanistan and opened the door for the militant group to retake control of the country. Chief among the violations is the backtracking on women’s access to education and other human rights issues. US Special Representative for Afghanistan Thomas West made a stop in Pakistan as part of a world tour to convince regional countries to join it in this assessment and find ways to either convince or pressure the Taliban into compliance.

    One unusual break from past precedent is that Pakistani authorities feel even more let down by the Taliban’s betrayal than the US. Despite close ties between the establishment and the Taliban that helped get the Doha deal done, the Taliban have done little to repay Pakistan, as Monday’s terrorist attack in Peshawar shows. Despite the rising TTP activity from across the border, the Afghan Taliban have done little to dissuade the group. Even on Monday, the only reason the Afghans condemned the TTP attack was because it took place at a mosque — meaning if it were some other crowded building, the Taliban would have likely had no objection.

    While the official position in Pakistan remains to give the Taliban a bit of leeway to run their own country, patience has been running thin. Pakistan has in the past attacked TTP positions in Afghan territory because of Kabul’s refusal to cooperate, and it would be unsurprising to see this happen again if the Taliban don’t mend their ways. And even if we are to accept that the Taliban lack the means to establish their writ over the country, outside of the most conservative circles in Pakistan, there was already increasing concern — mirroring the international community — that the Taliban government was abandoning the country’s women and bringing back the kind of repressive regime that had made Afghanistan a pariah state in the 1990s.

  • Islamabad asks Kabul for ‘concrete actions’ against TTP | The Express Tribune

    ISLAMABAD:

    Pakistan on Thursday asked the interim Afghan government to take “concrete actions” against terrorist outfits including the Tehreek-e-Taliban Pakistan (TTP) operating out of the neighbouring country in the wake of deadly terrorist attack in Peshawar killing over 100 mostly police officials.

    “Pakistan expects sincere cooperation from the interim Afghan government to address the challenge of terrorism and hopes that Kabul would live up to the commitments made to the international community in this regard,” Foreign Office Spokesperson Mumtaz Zahra Baloch told a weekly news briefing in Islamabad.

    She was reacting to the statement of acting Afghan Foreign Minister Amir Khan Muttaqi, who on Tuesday said that Pakistan shouldn\’t put the blame for the explosion at a mosque in Peshawar on Afghanistan.

    Muttaqi claimed that there was no terrorist base in Afghanistan and the county’s soil will not be used against other countries.

    But the foreign office spokesperson’s response suggested Pakistan was not convinced.

    “We do not believe in accusations or finger pointing; however, we would reiterate our expectation that no country should allow its territory to be used for perpetrating terrorism against Pakistan,” she said without explicitly mentioning Afghanistan.

    “It is time the commitments made to the world and Pakistan are fulfilled with sincerity and in good faith with concrete actions,” the spokesperson emphasised, referring to the commitment made by the Afghan Taliban not to allow the Afghan soil to be used again by terrorist groups.

    The cautious response from the spokesperson despite deadly terrorist attacks in Peshawar having possible links with Afghanistan appears to suggest that Pakistan does not want to spoil its ties with Kabul.

    Some observers find this astonishing given the fact that the TTP and its affiliates are operating out of Afghanistan with impunity. Official sources said that while Pakistan took a more cautious approach in public, in private meetings strong message had been conveyed to the interim government.

    “We take the loss of innocent lives very seriously and would expect our neighbours to do the same. Terrorism is a common threat to both Pakistan and Afghanistan. We must take a strong stance against entities that use violence against innocent citizens and law enforcement agencies,’ the spokesperson further said.

    Without directly pointing a finger at Afghanistan for the Peshawar attack, the spokesperson said Pakistan had opened an investigation and “we would not like to go into details of the investigation or the circumstances around the incident”.

    The spokesperson refused to comment when asked if Pakistan would go for hot pursuit across the border if the Afghan government failed to take action against the TTP.

    The spokesperson said Pakistan had “the will and the ability” that it demonstrated in the past, to fight the menace of terrorism.

    Replying to a question about the Pakistan-US cooperation to deal with the resurgent TTP, the spokesperson said Pakistani forces were capable to fight this threat.

    “We continue to engage with all friends of Pakistan, including the United States to discuss cooperation in matters relating to counterterrorism, security issues, and other issues of bilateral importance,” she said.

  • Pakistan delegation visits Kabul to discuss security concerns | The Express Tribune

    KABUL:

    A high-ranking delegation led by Defence Minister Khawaja Asif is in Kabul today to meet with officials of the Afghan Taliban government to discuss security matters including counter-terrorism measures, the Ministry of Foreign Affairs announced on Wednesday.

    The delegation includes Inter-Services Intelligence Director General Lt Gen Nadeem Anjum and Pakistan\’s special envoy on Afghanistan Ambassador Muhammad Sadiq.

    The visit comes against the backdrop of a recent surge in Tehreek-e-Taliban Pakistan (TTP) sponsored terrorist attacks in Pakistan. Sources say Islamabad will persuade the Afghan interim government to live up to its commitment of not allowing Afghan soil to be used by the TTP and its affiliates.

    The visit was the result of hectic behind-the-scenes efforts by Pakistan aimed at pressing the Afghan Taliban to tackle TTP sanctuaries.

    Official sources claimed that the Afghan Taliban have shown a willingness to address Pakistan’s concerns, however, observers are skeptical.

    Earlier, the Afghan Taliban government showed their willingness to address Pakistan’s concerns on the banned TTP after Islamabad stepped up the pressure in the wake of a recent surge in terrorism.

    Official sources familiar with the development told The Express Tribune that Pakistan and the interim Afghan government have been in backchannel conversations to resolve the issue of the banned terrorist outfit.

    Those contacts have been triggered by the surge in terrorism in Pakistan particularly after the deadly terrorist attack in the Police Lines area of Peshawar in which over 100 people – mostly policemen – lost their lives.

    The deadly attack compelled Pakistan to revisit the strategy pursued by the previous government, which sought to address the TTP issue through talks.

    The PTI government allowed hundreds of TTP terrorists to return as part of confidence-building measures. But the move backfired as TTP members regrouped and started launching renewed attacks.

    The Peshawar Police Lines attack dealt a fatal blow to the peace efforts as the civilian and military leadership decided not to seek any direct talks with the TTP. Instead, the decision was taken to raise the issue with the Afghan Taliban at the highest level.

  • Pakistani delegation reaches Kabul to discuss ‘security-related matters’

    A high-ranking Pakistani delegation led by the Minister for Defence Khawaja Asif arrived in Kabul on Wednesday to meet with officials of the Afghan interim government.

    According to a tweet by the Foreign Office, the two sides will discuss security-related matters including counter-terrorism measures.

    The delegation’s visit comes at a time when Pakistan is witnessing a spike in terrorism incidents, including one in the Police Lines in Peshawar and one on the Karachi Police Office.

    Moreover, the Torkham border has been closed for past three days day following a deadlock over starting a dialogue prevailed between border officials of Pakistan and Afghanistan.

    On Saturday, Defense Minister Khawaja Muhammad Asif said that national harmony was needed to uproot the “monster of terrorism”, adding that “Imran Khan’s lust for power was creating hurdles in achieving that.”

    Talking to a private media channel, he said the Pakistan Tehreek-e-Insaf (PTI) avoided building a national consensus against terrorism by refusing to participate in the All Parties Conference (APC) called in the wake of the Police Lines Peshawar tragedy.

    While condemning the Karachi terror attack, the minister said the government’s top priority was to control terrorism and deal with the economic crisis and that it had kept all political differences and instability aside to achieve those endeavours.

    TTP warns of more attacks against police

    Last week, five terrorists attacked Karachi Police office. In response, a counter-terrorism operation featuring personnel from Pakistan Army, Rangers and Sindh Police was launched.

    The Tehreek-e-Taliban Pakistan (TTP) took responsibility for the attack in a message sent by its spokesman to journalists.

    The TTP, which is separate from the Afghan Taliban but with a similar fundamental ideology, emerged in Pakistan in 2007 and carried out a horrific wave of violence that was largely crushed by a military operation launched in late 2014.

    But attacks – mostly targeting security forces – have been on the rise again since the Afghan Taliban seized control of Kabul in August 2021 and a shaky months-long ceasefire between the TTP and Islamabad ended in November last year.

  • Pakistani delegation in Kabul to discuss security-related matters: FO

    The Foreign Office said on Wednesday that a Pakistani delegation has arrived in Kabul for talks with officials of the interim Afghan government on security-related matters.

    “A high-ranking delegation led by the Minister for Defence is in Kabul today to meet with officials of the Afghan Interim Government to discuss security-related matters including counter-terrorism measures,” it said in a tweet.

    In photos released by the Afghan prime minister’s office, the Pakistani delegation — comprising Inter-Services Intelligence Director General LT Gen Nadeem Anjum, Foreign Secretary Asad Majeed Khan, Chargé d’Affaires (CdA) to Afghanistan Ubaidur Rehman Nizamani and Pakistan’s Special Representative for Afghanistan Mohammad Sadiq — can be seen meeting Afghanistan’s acting deputy Prime Minister Mullah Abdul Ghani Baradar alongside Asif.

    A statement from the Afghan Council of Ministers (prime minister) said the two sides discussed economic cooperation, regional connectivity, trade, and bilateral relations.

    “Pakistan and Afghanistan are neighbours and should have cordial relations. The Islamic Emirate of Afghanistan wants expansion of commercial and economic relations with Pakistan as such relations are in the interest of both countries,” the statement quoted Mullah Baradar as saying.

    He further said that political and security issues should not affect trade and economic matters between the two countries and should be kept separate from political and security problems.

    The statement revealed that the Afghan deputy prime minister asked the delegation to release Afghans detained in Pakistan jail.

    He also urged Pakistan to ensure facilities for Afghan passengers at the Torkham and Chaman-Spin Boldak borders, and special consideration be given to emergency patients.

    The statement added that the Pakistani side assured the Islamic Emirate of Afghanistan to resolve the problems. The delegation said that the concerned ministries and committees would be asked to step up efforts for solutions to these problems.

    The meeting comes as the Pakistan-Afghanistan Torkham border — the main trading and border crossing point between the two countries — remained closed for the third straight day on Tuesday after a deadlock over starting a dialogue prevailed between border officials of Pakistan and Afghanistan.

    Earlier this week, the Afghan Taliban had shut the border crossing, accusing Pakis­tan of reneging on its commitments.

    The Afghan Taliban co­mmissioner for Tor­kham had said the border has been closed down for travel and transit trade. “Pakistan has not abi­ded by its commitments and so the gateway has been shut down on the directions of (our) leadership,” Maulavi Moham­mad Siddique had tweeted.

    According to unconfir­m­ed media reports, the int­erim Afghan governm­ent was irked by an unannounced ban on the travel of Afghan patients seeking treatment in Pakistan.

    On Feb 21, an exchange of fire between Pakistan and Afghanistan was also reported at the Torkham border in which a security guard was injured.

  • Terrorist activities in Pakistan: Govt to send delegation to Kabul

    اسلام آباد: حکومت نے ایک اعلیٰ سطحی وفد کابل بھیجنے کا فیصلہ کیا ہے تاکہ وہ افغانستان کی عبوری حکومت کو دہشت گردی کی سرگرمیوں میں افغانستان میں مقیم عسکریت پسند تنظیموں کے مسلسل ملوث ہونے پر پاکستان کے تحفظات سے آگاہ کرے اور ممکنہ بحالی کے لیے نئی کوششیں کرے۔ کالعدم تحریک طالبان پاکستان (ٹی ٹی پی) کے ساتھ \’امن مذاکرات\’۔

    باخبر ذرائع نے بتایا بزنس ریکارڈر دفتر خارجہ، دفاع، سیکورٹی ایجنسیوں اور علما کے سینئر حکام پر مشتمل یہ وفد افغان عبوری حکومت کے حکام کے ساتھ بہت سے مسائل بالخصوص دہشت گردی اور سیکورٹی فورسز کے درمیان وقفہ وقفہ سے جھڑپوں پر بات چیت کرنے کے لیے جلد ہی کابل کا دورہ کرے گا۔ سرحدی تنازعات پر دونوں ممالک کے درمیان

  • Saudi ‘exit’ from Kabul sparks fears of exodus

    اسلام آباد: سیکیورٹی خدشات کے درمیان سعودی سفارت کاروں کی کابل سے روانگی سے یہ خدشہ پیدا ہوگیا ہے کہ کم از کم تین دیگر ممالک بھی افغانستان میں اپنے سفارت خانے بند کرنے کا منصوبہ بنا رہے ہیں، حالانکہ طالبان اور دیگر حکام نے ایسی خبروں کو مسترد کردیا ہے۔

    افغان طالبان کے ایک اہلکار نے تصدیق کی ہے۔ ڈان کی کہ سعودی عرب نے اپنا عملہ واپس بلا لیا ہے، لیکن سعودیوں نے کہا کہ \”ہمیں بتایا ہے کہ انہوں نے سفارت خانے کے عملے کو ایک ہفتے کی تربیت کے لیے واپس بلا لیا ہے\”۔

    اگرچہ امریکہ اور یورپی ممالک نے ابھی تک کابل میں اپنے سفارت خانے دوبارہ نہیں کھولے ہیں، لیکن پاکستان ان مٹھی بھر ممالک میں شامل تھا – بشمول روس، چین، ترکی اور ایران – جنہوں نے وہاں سفارتی موجودگی برقرار رکھی۔

    کابل میں پاکستانی سفارت خانے کے ذرائع نے بھی سفارت کاروں کے انخلاء کی افواہوں کو مسترد کر دیا، لیکن افغانستان میں ملک کے چارج ڈی افیئرز عبید الرحمان نظامانی، جو ایک قاتلانہ حملے میں بچ گئے۔ 2 دسمبر کو – ابھی تک اپنے عہدے پر واپس آنا ہے۔

    سرکاری ذرائع کا اصرار ہے کہ اسلام آباد اسے واپس بھیجنے سے پہلے افغان حکومت کی جانب سے سکیورٹی کی یقین دہانیوں کا انتظار کر رہا ہے۔

    عسکریت پسند اسلامک اسٹیٹ-خراسان (IS-K) گروپ نے مسٹر نظامانی پر حملے کی ذمہ داری قبول کی تھی۔ اسی دن مسلح افراد نے حزب اسلامی افغانستان کے مرکزی دفتر پر اس وقت دھاوا بول دیا جب اس کے سربراہ گلبدین حکمت یار جمعہ کا خطبہ دے رہے تھے۔ وہاں کے محافظوں نے دو حملہ آوروں کو ہلاک کر دیا، جن کے بارے میں کہا جاتا ہے کہ وہ IS-K کے آدمی تھے۔

    رپورٹس بتاتی ہیں کہ IS-K کی بحالی نے ملک میں غیر ملکی مشنز کو بے چین کر دیا ہے، اس گروپ نے پاکستانی اور روسی سفارت خانوں اور ایک ہوٹل پر حملوں کا دعویٰ کیا ہے جس میں چینی شہری اکثر آتے تھے۔ اگرچہ طالبان حکام ہمیشہ کسی بھی خطرے کو کم کرتے ہیں، لیکن بین الاقوامی برادری ان کے دعووں سے محتاط رہتی ہے۔
