    Altaf for 'Sindh One' and 'Sindh Two'

    KARACHI: In a no holds barred address on Sunday evening, Muttahida Qaumi Movement (MQM) chief Altaf Hussain said that Sindh should be divided into two parts while at the same time maintaining that the province should remain one.

    Addressing a large number of people at the ground adjacent to Aladdin Park in Karachi, the MQM chief said, "If Sindh's urban population is not accepted by the Pakistan People's Party and not given its due rights, then there should be a separate province."

    He said that the province should remain Sindh and went on it to suggest that "Sindh must be split into Sindh One and Sindh Two."

    He said that a lesson should be learnt from the past and rather than any bloodshed its better to sit and talk things out.

    In his long address, he even silenced the audience by the count of three.

    While Altaf "Bhai" has the interests of his political party at heart, what he is saying about the need for more provinces or more districts or whatever administrative units, is really very important - Sooner or later, Pakistan will have, local government, that is to say a more complete democracy, while PPP and PML=N and even ANP will oppose this measure, because they rely on small town, rural and small business vote banks (read peasants), whereas more than half of Pakistan is now living in cities and this trend will grow -- This means huge problems for Pakistan as a state - Why is that?

    Basically, you will have provinces larger than most countries in the world, in a milieu where tax collection is a non-starter, the state's ability, even if it had the will to deliver services, will result in multiple revolts and insurgencies due to the increasing sense of neglect and frustration - which will lead to agitation that holds the potential for violence, because once people become convinced they are being screwed and they can't seek redress, violence is a given.

    But what do smaller administrative units bring to the table??

    1. More direct accountability and responsiveness -- therefore political stability
    2. More efficient governance and higher chance that taxes local taxes will actually be collected, enabling the delivery of services.

    The absolute best way to deal with the issue would be to do away with provinces altogether and allow districts to become more directly tied to the federal political administration.

    I concur that, smaller provinces is the need of the hour. We need to break the power of Punjab and Sindh to give democracy a real chance.

    My late father suggested to Gen Musharraf to do that under his power as no civil government, specially under the PPP or PMLN would ever allow that.

    Could it be done if PTI comes to power? I wonder...

    What you are saying is that one cannot expect Pakistani politicians to understand that political power is increased, not decreased, with local government and with smaller administrative units -- the reason you cannot expect semi-urban, unpolished political elite, to understand this is that politics is not about legislation and governance, but about extracting the maximum benefit, the maximum amount of public resources, to the private accounts and benefits of the same political elite.

    Our politicians are comfortable with the way things are in Pakistan and rely heavily on the rural areas (PPP, PMLN).
    Why would they want to risk smaller local governments?

    New provinces vital for Pakistan's existence: MQM chief

    Islamabad: Leader of Pakistan's Muttahida Qaumi Movement (MQM) party Altaf Hussain Wednesday pressed for creation of new provinces in the country and warned that Pakistan would be wiped out from the global map if new administrative borders were not drawn, a media report said.

    Addressing his supporters during his birthday function at the MQM headquarters in Karachi, the self-exiled leader underscored the need for new provinces, saying that Pakistan is the only country to have a small number of provinces despite its large population, Dawn online reported.

    The MQM chief also demanded that local bodies elections be held.

    Hussain, who is now based in London, urged Sindhis and Mohajirs (Urdu speaking immigrants from other parts of South Asia) to avoid confrontation and spread the message of love and peace.

    At present, there are four administrative provinces in Pakistan, namely Balochistan, Khyber Pakhtunkhwa, Punjab and Sindh.
    The country also has two administrative territories that include Islamabad Capital Territory and Federally Administered Tribal Areas.

    Altaf reiterates call for more provinces

    KARACHI: Muttahida Qaumi Movement chief Altaf Hussain has once again said that more administrative units and provinces should be created for strengthening the country.

    Speaking from London via video link to a large number of MQM workers and supporters who gathered at the Jinnah ground to celebrate his 61st birthday here on Wednesday, he asked the government to accept ‘legitimate demands’ of the Pakistan Tehreek-i-Insaf and Pakistan Awami Tehreek to end the political impasse.

    He said that during its tenure, the PPP had tabled a resolution in the National Assembly and the Punjab Assembly for creation of a south Punjab province, but today its leadership was opposing the creation of more provinces and administrative units.

    “Don’t talk about things you don’t know...you are [too] young, go bring your dad here,” Altaf Hussain said sarcastically. Without naming Asif Ali Zardari, he said that since the “father does not have the courage to speak for himself, he uses his son (Bilawal) to air his views”.

    The Muttahida chief said the so-called Sindhi nationalists wanted to pit Urdu and Sindhi speaking people against each other. “Seeing their opposition [for more provinces] it seems that they want to create a Mohajir province,” he added.

    He said that no democratic government had ever held local government elections during its tenure. Without elected local governments democracy was worse than dictatorship, he said.

    While Mr Hussain was speaking to his followers, PPP Chairman Bilawal Bhutto-Zardari made a comment on Twitter, apparently in response to Mr Hussain’s demand for more provinces. “Marsoon Marsoon, Sindh na Daisun [we will die but not surrender Sindh].”


    When the MQM chief was told about the tweet, he said the PPP chairman had tweeted before he finished his speech.

    He said that Mr Bilawal did not know about the importance of more administrative units or the local government system in spite of having acquired education in Britain.

    “Don’t talk about things you don’t know...you are [too] young, go bring your dad here,” he said sarcastically. Without naming Asif Ali Zardari, he said that since the “father does not have the courage to speak for himself, he uses his son (Bilawal) to air his views”.

    He said that new provinces, including Seraiki and Hazara provinces, would soon be created regardless of opposition from anyone.

    He demanded that all army generals who aided and abetted former military dictator retired Gen Pervez Musharraf be tried under Article 6 of the Constitution. If this was not possible, Gen Musharraf should be released unconditionally, he added. Altaf Hussain asked youths to stand up to the “VIP culture”.

    MQM’s Farooq Sattar flays PTI over decentralisation debate

    ISLAMABAD: Muttahida Qaumi Movement (MQM) leader Farooq Sattar on Friday called out the Pakistan Tehreek-i-Insaf (PTI) for talking about decentralised governance in other parts of the country, while in Sindh, the party was pursuing a completely different strategy.

    Speaking to media representatives outside Parliament, Sattar said Sindh was generating high revenues for the treasury, of which he alleged very little was being given back to the province.

    MQM has upped the ante over its decentralisation demand across the country - and Sindh in particular. MQM Chief Altaf Hussain recently stated that more administrative units and provinces should be created for strengthening the country.

    This demand comes at a time when PTI Chairman Imran Khan is scheduled to address party workers in Karachi on September 21. PTI, which is currently holding sit-in protests in Islamabad for over a month, has a strong presence in Karachi where workers have been regularly organising rallies since the beginning of the Azadi march on August 14. This is why the city was selected as Imran’s first stop in what PTI has called the party’s attempts to spread its movement to other parts of the country.

    In his address to a crowd in Islamabad late on Thursday, the PTI chairman said he was coming to free Karachi from the shackles "of a mafia" and "the fear enveloping the people of Karachi".

    Referring to the PTI’s upcoming rally in Karachi, Sattar said: “Sure, take out a rally in Karachi if you want, but how will you face the people of Karachi and Hyderabad if you will not show sensitivity to the violation of their rights?”

    The MNA added that those who were raising their voice regarding the strengthening of democracy and Parliament should also discuss how over-centralisation of power had become problematic for Pakistan and was a hindrance to the country's development.

    “We need to have governance in accordance with the requirements of an area; we need to think about where the formation of more provinces is necessary and where the creation of more administrative units is important,” Sattar said.

    Altaf suggests four provinces in Sindh

    KARACHI: Muttahida Qaumi Movement chief Altaf Hussain has said that four provinces — North Sindh, South Sindh, Central Sindh and East Sindh — could be created in Sindh without changing its name to allay concerns of Sindhi nationalists.

    Addressing a function held in London to celebrate his 61st birthday on Saturday, he said that MQM never wanted any division of Sindh but new provinces were the need of the hour.

    According to an MQM press release, Mr Hussain said he was not in favour of division of Sindh but asked, “If Sindh is one and people have no differences then why does the [rural and urban] quota of 60:40 still exist in the province.”

    He said People’s Party, the Pakistan Tehreek-i-Insaf and Pakistan Awami Tehreek supported creation of new provinces in their manifestos.

    Mr Hussain said new provinces would be created not only in two or three provinces but in all provinces of the country, including Sindh. Otherwise, he added, no province would be created at all.

    He said that name of Sindh province would remain preserved if East Sindh, South Sindh, North Sindh and Central Sindh provinces were created.

    He said MQM welcomed PTI chief Imran Khan in Karachi.

    Mr Hussain said that some journalists and columnists had tried to create an impression as if the MQM and PTI were fighting over Karachi but they never considered his statements about the PTI and Mr Khan which were the evidence that MQM remained fair to the PTI.

    He said that despite the PTI leaderships’ propaganda against him and various accusations, MQM had never reacted to them.

    Altaf Hussain is only interested in dividing and splitting Pakistan, he does not care what happens to Pakistanis, that's why he doesn't come back to Pakistan.
