Afghan warlord Hekmatyar denies links with Pakistani Taliban
LONDON: Afghan warlord Gulbuddin Hekmatyar in an interview published Wednesday has denied having any links with the Pakistan Taliban, condemning the Pakistani militant outfit’s strategy of blowing up schools and blocking girls’ education.

Hekmatyar, a former prime minister who leads Afghanistan’s second largest militant group Hizb-i-Islami, told Britain’s Daily Telegraph newspaper that he was against the blowing up of schools and educational institutions “not only in Afghanistan and Pakistan but elsewhere in the world.”

“I don’t think that a devoted mujahid could be involved in such things,” said Hekmatyar, accusing ‘foreign intelligence agencies’ of being involved in such attacks.

The Pakistani Taliban’s blocking of girls’ schooling was thrown into the spotlight in October by its attempted murder of 15-year-old education campaigner Malala Yousafzai on her schoolbus.

Hekmatyar indicated that Hizb-i-Islami, notorious for its bloody siege of Kabul in the 1990s, has softened some of its hardline Islamist policies which included banning women from education.

He insisted that the group considers “education is as necessary for girls as it is for boys”, though they object to combined male and female classes.

‘Ready to contest 2014 presidential elections’

In the video obtained by the Telegraph in response to questions asked through an intermediary, the Hizb-i-Islami leader said that his group was ready to contest the 2014 presidential elections on the conditions of a “complete withdrawal of all foreign forces” and equal representation of all parties for a “peaceful transition of the government” through “free and fair elections.”

“The foreign forces have failed and the situation is worsening by the day,” said the former premier, who is shown in the video with a white beard and wearing a black turban.

Hekmatyar, designated a global terrorist by the United States, warned that Afghanistan could collapse into bloody civil unrest after Nato troops withdraw, 13 years after the US-led invasion.

“We might have a dreadful situation after 2014 which no one could have anticipated.”

However, the Afghan warlord also vowed to kill as many Western soldiers as possible before Nato combat forces withdraw from the country in 2014, adding that fresh attacks would send a warning to “others waiting to invade Afghanistan”.

“Before the withdrawal of invading forces, the Mujahideen would like to witness with their own eyes a scene that will teach the invaders to never think of coming this way again,” he said.

Nato is aiming to train 350,000 Afghan soldiers and police by the end of 2014 to take over responsibility for security.

But trust between the two sides has been seriously undermined by “insider” attacks by Afghan forces that killed more than 60 foreign troops in 2012, and the transition process has been beset by other problems including desertions.

Hekmatyar also blasted Britain’s Prince Harry, who has been serving in Afghanistan since September as an Apache helicopter pilot, as a “jackal” who was “drunk” while on duty.

“The British prince comes to Afghanistan to kill innocent Afghans while he is drunk,” Hekmatyar told the Telegraph.

A spokeswoman from Prince Harry’s office at Clarence House declined to comment on Hekmatyar’s remarks

Prince Harry ‘Kills Innocent Afghans While He is Drunk’, Says Mujahideen Leader

Prince Harry “kills innocent Afghans while he is drunk”, while foreign forces in Afghanistan have failed, a controversial Mujahideen leader in the country has declared.

In an outspoken interview, former Afghan prime minister Gulbuddin Hekmatyar, founder and leader of the Hizb-i-Islamia Party in Afghanistan, accused Britain of being dragged into the war to please its American allies and said its role in the conflict would have no significance after 2014.

Hekmatyar, who was designated a terrorist by the US State Department in February 2003, told the Daily Telegraph: “Britain dragged herself into this unjustified, useless but cruel conflict to please the White House.

“The British did not gain anything, instead they lost blood and treasure.

“They never had a positive role in Afghan affairs and they will not have any significance after 2014.

“I don’t understand how the British public accept their children being sent to certain death in order to please American generals.”

Of Prince Harry, who spent Christmas in Afghanistan where he is currently serving as an Apache helicopter co-pilot gunner, he said: “The British prince comes to Afghanistan to kill innocent Afghans while he is drunk.

“He wants to hunt down Mujahideen with his helicopter’s rockets, without any shame.

“During the Mujahideen’s attack on the American base the prince saw that he was the one about to be hunted and was searching for a hole in which to hide himself.”

The interview comes just weeks after David Cameron signalled that British troops could be withdrawn from Afghanistan even faster after better-than-expected progress by the country’s own security forces.

The Prime Minister has announced that UK numbers would be nearly halved to 5,200 this year as part of the plan to end combat operations in 2014, but during a pre-Christmas visit to troops in Camp Bastion he indicated the process could be speeded up further.

But Hekmatyar said: “The fact is that the government has failed. The authorities have lost their credibility completely. They have fallen victims to severe internal disputes and seem hopeless and worried.

“The foreign forces have failed and the situation is worsening day by day. We might face a dreadful situation after 2014, which no one could have anticipated.

“All Afghan groups should agree on the complete withdrawal of all foreign troops by 2014.

“Then a free and fair election should be held.

“We will accept the government of whichever party is voted by the majority of the Afghan people.”

The leader said education was as necessary for girls as for boys, but just that they are not taught together.

He added: “Before the withdrawal of invading forces the Mujahideen would like to witness with their own eyes a scene that will teach the invaders to never think of coming this way again.

“And also the others who have bad intentions and are waiting to invade Afghanistan.”

A Ministry of Defence spokesman said: “The suggestion that any member of the UK armed forces deployed on operations operates under the influence of alcohol is simply absurd – not least because the consumption of alcohol by UK military personnel is not permitted under any circumstances while deployed in Afghanistan.

“UK troops are deployed and remain in Afghanistan to protect our national security by removing what was a safe haven for international terrorism.

“Now, it is Afghan forces that now have lead security responsibility for around 75% of the population in the country and lead up to 80% of conventional partnered operations.

“It is this sort of progress that has allowed almost 60% of UK bases in Helmand to be shut or handed over and will allow us to leave a stronger more secure Afghanistan when combat operations cease by the end of 2014.”

ISLAMABAD: Pakistan on Wednesday denied Indian allegations that its troops killed two Indian soldiers in a second cross-border ceasefire violation in days and called on UN observers to investigate.

India summoned Pakistan’s high commissioner to New Delhi to protest against Tuesday’s killings, in which India’s chief military spokesman said one of the soldiers had been beheaded by Pakistani troops who carried away his head.
Pakistan rejected what it called “baseless and unfounded allegations” but echoed calls of caution from India’s foreign minister by saying both sides need to work hard to maintain a recent rapprochement following peace talks which were revived in 2011.

“Pakistan is prepared to hold investigations through the United Nations Military Observer Group for India and Pakistan on the recent ceasefire violations on the Line of Control,” said the foreign ministry in Islamabad.

A ceasefire has been in place since 2003 along the Line of Control in Kashmir that has divided the countries, but it is periodically violated by both sides.

Pakistan Foreign Minister Hina Rabbani Khar told Indian channel CNN-IBN that Islamabad was “a bit appalled at some statements” from India and that she was “saddened”.

“I represent a government that has invested four years to build normalcy… an environment of trust to move forward to achieve regional peace and internal stability,” she said in an interview in Islamabad.

Indian army sources suggested Tuesday’s attack could be a retaliation for Sunday, when Islamabad said an unprovoked Indian attack on a border post killed one Pakistani soldier and wounded another.

Khar said the Pakistani soldier had been “brutally murdered because of Indian firing” but denied that Pakistan operated a policy of “tit for tat”.

“We are a responsible country, a mature country, we must not all go back to having a go at each other,” she told CNN-IBN.

She said allegations of ceasefire violations had to be dealt with responsibly and offered to ask the UN military observers to investigate.

“We can ask a third party to do investigation on this, you know that UN military observers exist, we can call them. We are promising a full inquiry,” she said in the TV interview.

Her ministry said Pakistan was committed to the 2003 ceasefire and called for existing military mechanisms to be strengthened to guard against future violations.

“Pakistan is committed to a constructive, sustained and result-oriented process of engagement with India. We have made significant progress… It is important that both sides make serious efforts in maintaining this improvement and avoid negative propaganda,” it said.

The Pakistani military also denied that its troops were responsible.

“Indian authorities were informed that Pakistan has carried out ground verification and checked and found nothing of this sort happene

Pakistani truckers who carry supplies to NATO troops in Afghanistan, chant slogans during a protest in Karachi, Pakistan, Wednesday, Jan. 9, 2013. Officials say truckers who carry supplies to NATO troops in Afghanistan have gone on strike in northwest Pakistan to protest lower pay

PESHAWAR, Pakistan — Truckers who carry supplies to NATO troops in Afghanistan have gone on strike in northwest Pakistan to protest lower pay, inadequate security and corrupt officials who demand bribes from the truckers, officials said Wednesday.

The supply route is an important lifeline for international forces in landlocked Afghanistan. The coalition ships a significant portion of its nonlethal supplies through Pakistan into southern Afghanistan. The other land route into Afghanistan through Central Asia and Russia is longer and more expensive.

US may Leave No Troops in Afghanistan

The Obama administration gave the first explicit signal Tuesday that it might leave no troops in Afghanistan after December 2014, an option that defies the Pentagon’s view that thousands of troops may be needed to keep a lid on Al Qaeda and to strengthen Afghan forces.

‘The US does not have an inherent objective of ‘X’ number of troops in Afghanistan,’ said Ben Rhodes, a White House deputy national security adviser. ‘We have an objective of making sure there is no safe haven for Al Qaeda in Afghanistan and making sure that the Afghan government has a security force that is sufficient to ensure the stability of the Afghan government.’

The US now has 66,000 troops in Afghanistan, down from a peak of about 100,000 as recently as 2010. The US and its NATO allies agreed in November 2010 that they would withdraw all their combat troops by the end of 2014, but they have yet to decide what future missions will be necessary and how many troops they would require.

At stake is the risk of Afghanistan’s collapse and a return to the chaos of the 1990s that enabled the Taleban to seize power and provide a haven for Osama bin Laden’s Al Qaeda network. Fewer than 100 Al Qaeda fighters are believed to remain in Afghanistan, although a larger number are just across the border in Pakistani sanctuaries.

Defense Secretary Leon Panetta has said he foresees a need for a US counterterrorism force in Afghanistan beyond 2014, plus a contingent to train Afghan forces. He is believed to favor an option that would keep about 9,000 troops in the country.

Administration officials in recent days have said they are considering a range of options for a residual US troop presence of as few as 3,000 and as many as 15,000, with the number linked to a specific set of military-related missions like hunting down terrorists.

Asked in a conference call with reporters whether zero was now an option, Rhodes said, ‘That would be an option we would consider.’

His statement could be interpreted as part of an administration negotiating strategy. On Friday, Afghan President Hamid Karzai is scheduled to meet President Barack Obama at the White House to discuss ways of framing an enduring partnership beyond 2014.

The two are at odds on numerous issues, including a US demand that any American troops who would remain in Afghanistan after the combat mission ends be granted immunity from prosecution under Afghan law. Karzai has resisted, while emphasizing his need for large-scale US support to maintain an effective security force after 2014.

In announcing last month in Kabul that he had accepted Obama’s invitation to visit this week, Karzai made plain his objectives.

‘Give us a good army, a good air force and a capability to project Afghan interests in the region,’ Karzai said, and he would gladly reciprocate by easing the path to legal immunity for US troops.

Karzai is scheduled to meet Thursday with Panetta at the Pentagon and with Secretary of State Hillary Rodham Clinton at the State Department.

Without explicitly mentioning immunity for US troops, Obama’s top White House military adviser on Afghanistan, Doug Lute, told reporters Tuesday that the Afghans will have to give the US certain ‘authorities’ if it wants US troops to remain.

‘As we know from our Iraq experience, if there are no authorities granted by the sovereign state, then there’s not room for a follow-on US military mission,’ Lute said. He was referring to 2011 negotiations with Iraq that ended with no agreement to grant legal immunity to US troops who would have stayed to help train Iraqi forces. As a result, no US troops remain in Iraq.

David Barno, a former commander of US forces in Afghanistan and now a senior fellow at the Center for a New American Security, wrote earlier this week that vigorous debate has been under way inside the administration on a ‘minimalist approach’ for post-2014 Afghanistan.

In an opinion piece for ForeignPolicy.com on Monday, Barno said the ‘zero option’ was less than optimal but ‘not necessarily an untenable one.’ Without what he called the stabilizing influence of US troops, Barno cautioned that Afghanistan could ‘slip back into chaos.’

Rhodes said Obama is focused on two main outcomes in Afghanistan: ensuring that the country does not revert to being the Al Qaeda haven it was prior to Sept. 11, 2001, and getting the government to the point where it can defend itself.

‘That’s what guides us, and that’s what causes us to look for different potential troop numbers — or not having potential troops in the country,’ Rhodes said.

He predicted that Obama and Karzai would come to no concrete conclusions on international military missions in Afghanistan beyond 2014, and he said it likely would be months before Obama decides how many US troops — if any — he wants to keep there.

Rhodes said Obama remains committed to further reducing the US military presence this year, although the pace of that withdrawal will not be decided for a few months. Last year the US military pulled 23,000 troops out of Afghanistan on Obama’s orders.
