    Karachi: Naseem Al-Bahr, or gentle sea breeze as the word signifies in the Urdu lexicon, is the code name for the bilateral naval exercises between the Pakistan Navy (PN) and the Royal Saudi Naval Forces (RSNF).

    The exercises are set to begin on January 12 this year. The relationship between the two navies has a long history that dates back to the period of 60s when the Pakistan Navy offered to train Saudi naval cadets at the Pakistan Naval Academy, Karachi. The ties have since grown in size and stature. The relations now envelop several mutually beneficial areas covering professional, academic and operational fields.
    The Saudi officers are regular recipients of mid -career professional as well as advance BE engineering courses at the NUST-affiliated Pakistan Navy Engineering College, PNS Jauhar. In addition, a number of seats are availed by the RSNF each year in the PN staff course.

    Numerous first generation Pakistan Navy-trained Saudi naval officers have held key positions in the RSNF hierarchy in the past while countless others from later generation are now in the top slots.

    In an attempt to reinforce cooperation and expand the mutually beneficial ties, exercise Naseem Al-Bahr was formalised ipso facto between the PN and the RSNF in 1993. Held every two years the exercise usually begins with combined seminars that examine various maritime security challenges from each side’s perspective. The seminar proceedings are followed by simulated war games at PN tactical training centres ashore. In the final phase, major naval combatants, including aircraft from each side, conduct joint manoeuvres at sea. The biennial exercise has matured and now advanced level maritime drills are accompanied by weapon sensors evaluation, test firings of missiles and honing of various doctrines as well as interoperability procedures. Special Forces from both sides conduct anti-terrorism and other simulated exercises alongside.

    From a small fledgling force in 1950 with a few coastal vessels, the Royal Saudi Naval Force has developed and now exerts considerable sway over the Persian Gulf and Red Sea region through its eastern and western fleets headquartered at Jubail and Jeddah respectively.

    The Pakistan Navy has meanwhile also morphed into a regional force over the past decade or so. The makeover facilitated through new platform acquisitions, cutting-edge technology and distant operations now allows the PN to wield influence in much of the western Indian Ocean. This is manifested through sustained presence and engagement with multinational naval task forces.

    Both PN and RSNF are major players in their respective areas of interest within the western Indian Ocean. Given the convergence of interests, robust capabilities to radiate influence far and beyond, the two navies can synergise their potential to significantly advance the cause of maritime security and stability in the wider arc of the Indian Ocean. Exercises like Naseem Al-Bahr, whilst deepening the time tested ties, continue to serve such a purpose and concomitantly stimulate peace and harmony for the larger good of the region

    As flurry of allegations continue from both India and Pakistan on recent ‘Kashmir Border Conflict’ between armed forces of both countries manning the Line of control (LOC) – Hafiz Saeed has strongly challenged India to provide evidence of his presence in ‘Azaad Kashmir’ near Poonch as alleged by Indian home minister Sushil Kumar Shinde. He said the information about the movement of Saeed in PoK was received by intelligence agencies

    “It has been our information that in PoK area, Hafiz Saeed had entered and talked to some people,” he told a press conference here.

    He denied Indian press reports that he had been inciting action against the neighbouring country just before the recent outbreak of the worst violence in Kashmir since the nuclear-armed neighbours agreed a ceasefire nearly a decade ago.

    “This is their usual practice. Betraying the international community and destabilizing Pakistan,” said Saeed. “And that’s what they are doing this time.”

    Prof.Hafiz Saeed is the head of Jamat ud Dawah, an Islamic organization alleged to be the parent organization of Kashmiri Militant group Lashker-e-Taiba. India alleges Hafiz Saeed to be the master mind behind Mumbai attacks in 2008 and US has put a bounty of 10 Million dollar on Saeed to information leading to conviction. Saeed was acquitted by Supreme court of Pakistan and his organization denies this allegation and presents itself for open trial anywhere in the world

    India Rejects Pakistan’s Demand for UN Probe into Soldiers’ Killing

    New Delhi/Islamabad: India on Thursday out rightly rejected Pakistan’s proposal for UN investigation into Tuesday’s incident on Line of Control (LoC) in which two Indian soldiers were killed with the body of one being badly mutilated.
    The issue figured at a meeting of the Cabinet Committee on Security (CCS) which was briefed by Defence Minister A K Antony on the incident in Jammu and Kashmir’s Poonch sector on January 8 and subsequent developments.
    “We are certainly not going to agree to internationalise the issue or allow the United Nations to hold an inquiry. That demand is obviously rejected out of hand,” Finance Minister P. Chidambaram told a press conference after the meetings of the Union Cabinet and CCS in New Delhi.
    Pakistan had yesterday claimed that its troops were not involved in the attack carried out inside the Indian territory in Mendhar area of Jammu and Kashmir and said it was prepared to hold investigation through the UN Military Observer Group in India and Pakistan (UNMOGIP). UNMOGIP has presence on both sides of LoC.
    “We take a serious view of what happened…Whatever has to be done will be done,” Mr Chidambaram said while describing the incident as brutal.
    He noted that Pakistan High Commissioner Salman Bashir had been summoned by the Ministry of External Affairs yesterday and a protest lodged.
    Mr Chidambaram, who is a member of CCS presided by Prime Minister Manmohan Singh, asserted that Indian troops had committed no violation of the ceasefire agreement as claimed in a media report.
    He said the conduct of the Indian troops was within the guidelines that were agreed upon by the two countries.
    Information and Broadcasting Minister Manish Tewari said the action of Pakistani troops was inhuman and the government had taken the matter seriously.
    “It was inhuman. We have condemned it,” he said.
    ‘Not a set back to peace process’
    Meanwhile, Pakistan today hoped that the ceasefire violations along the Line of Control would not be a set back to the peace process with India.
    “You asked whether this will be a set back or derail the (peace) process. I hope not and I (do not) see it derailing or setting back the process,” Pakistan Foreign Minister Hina Rabbani Khar said during a news conference at the Foreign Office in Islamabad this afternoon.
    “I hope both the countries will show their commitment to correct (the situation) as we are showing our commitment to correct,” she said in response to a flurry of questions about two clashes along the LoC that left one Pakistani and two Indian soldiers dead.
    Ms Khar reiterated Pakistan’s offer to have the clashes investigated by the UN Military Observer Group in India and Pakistan.
    “We have asked for (a probe by) UNMOGIP and conveyed to the Indian side that this is an option which is on the table because we clearly have nothing to hide. We would want a third party to investigate the matter and set the record straight,” she said.
    She said the two countries have mechanisms in place to deal with “challenges like the one we have been faced with in the last week…so that we can continue as normal neighbours”.
    As part of these efforts, the Directors General of Military Operations of the two countries had been in contact and a protest had been lodged by Pakistan’s Foreign Office with the Indian Deputy High Commissioner, she said.
    Ms Khar repeatedly said that the government and people of Pakistan were committed to normalising relations with India and ruled out an official response to every statement being made by Indian political leaders on the clashes along the LoC.
    “The Pakistan government and the Pakistani people have demonstrated a deep, abiding commitment to normalise and improve relations with India and to really start a journey of trust-building,” she said.
    The Pakistan People’s Party-led government, she said, had been “walking the talk on giving India very pragmatic and specific messages, for instance through trade normalisation and visa liberalisation”.
    The Pakistan government is “leading towards a track which is of trust-building and normalising this region which has been very unstable because of irresponsible actions and statements”, Ms Khar said.
    The government would not do anything that would promote or contribute to instability, she added.
    ‘Appalled and unpleasantly surprised’
    Ms Khar said Pakistan had been “a bit appalled and unpleasantly surprised to see such strong statements emanating four days after (a Pakistani soldier) lost his life” in a clash along the LoC on Sunday.
    She said it was also “unfortunate” that there were “contradictory statements” from Indian Army officials on whether an Indian soldier had been decapitated.
    However, she acknowledged that there was now “a sense of trying to de-escalate on their (Indian) side from those statements and I think that is the right way to go”.

    UN Observer Group to Probe LoC Violence
    WASHINGTON/ISLAMABAD, 10 JAN: The UN Military Observer Group in India and Pakistan (UNMOGIP) has received an official complaint from Pakistan’s army and will conduct a probe into the ceasefire violations on the Line of Control (LoC) in Jammu and Kashmir, a UN spokesman said.

    “Regarding the 6 January alleged incident, the United Nations Military Observer Group in India and Pakistan, or UNMOGIP, has received an official complaint from the Pakistan army and will conduct an investigation as soon as possible in accordance with its mandate,” Mr Martin Nesirky, spokesman for Secretary-General Ban Ki-moon, was quoted as saying at a Press briefing.
    Pakistan has accused Indian troops of killing one of its soldiers while Indian officials charged Pakistani troops with sneaking into Jammu and Kashmir’s Mendhar sector, and killing two Indian soldiers, and mutilating their bodies.

    On the second “alleged incident” that occurred on 8 January, “no official complaint has been received either from the Pakistan army or Indian Army”, Mr Nesirky said. “UNMOGIP is aware that the Pakistan army and Indian army are in contact via the hotline and urges both sides to respect the ceasefire and de-escalate tensions through dialogue,” he said.
    Pakistan, meanwhile, hoped that the ceasefire violations would not be a setback to or derail the peace process with India. “You asked whether this will set back or derail the (peace) process.     Yesterday, Pakistan denied its troops crossed into Jammu and Kashmir and killed two Indian soldiers but said it was ready to investigate India’s claim. “Pakistan strongly rejects the Indian allegation of an attack across the Line of Control (LoC) on its military patrol in which two Indian soldiers were claimed to have been killed. These are baseless and unfounded allegations,” the Pakistani foreign ministry said in a statement.

    The ministry said Pakistan was prepared to launch an investigation through the UNMOGIP on the ceasefire violations. The director-general of military operations of the Pakistani army yesterday spoke to his Indian counterpart over the telephone and rejected New Delhi’s claim.

    Concerned over the rise in tension between India and Pakistan over the brutal killing of two Indian soldiers, the USA said it has been counselling both governments to de-escalate the situation and has instructed its envoys there to work in this direction.

    کراچی: بھارت سے تجارت کے لیے پاکستانی زرعی شعبے کے بعد ایکسپورٹرز میں بھی خدشات پیدا ہوگئے ہیں۔

    وفاقی وزارت تجارت کی جانب سے بھارت سے تجارت کیلیے مختلف تجارتی انجمنوں سے کی جانے والی مشاورت میں فروٹ ایکسپورٹرز کی نمائندہ انجمن آل پاکستان فروٹ اینڈ ویجیٹبل امپورٹرز ایکسپورٹرز اینڈ مرچنٹس ایسوسی ایشن نے بھارت کے ساتھ پھل اور سبزیوں کی تجارت پر کسی خدشے کا اظہار کیے بغیر دونوں ملکوں کے درمیان پھل اور سبزیوں کی بلاروک ٹوک تجارت کی حمایت کی تھی۔

    تاہم حال ہی میں پاکستان کی جانب سے بھارت کو ایم ایف این کا متوقع فیصلہ موخر ہونے کے بعد پھلوں کے ایکسپورٹرز کی رائے میں بھی تبدیلی پیدا ہورہی ہے۔ ہارٹی کلچر انڈسٹری کے ذرائع کے مطابق بعض پاکستانی ایکسپورٹرز نے بھارت کے خلاف پاکستانی پھل بالخصوص کینو کے بیج چراکر بھارت میں پاکستانی کینو کاشت کرنے کا الزام عائد کیا ہے جس سے پاکستان کو ایکسپورٹ مارکیٹ میں نقصان کا سامنا ہے۔




    ذرائع نے بتایا کہ پاکستانی کینو کی جیوگرافیکل آئیڈنٹفکیشن (جی آئی) رجسٹریشن نہیں کرائی گئی جس کی وجہ سے پاکستانی کینو پاکستان کیلیے انٹیلیکچوئل پراپرٹی نہیں بن سکا، اس دوران بھارت نے پاکستانی کینو کے بیج حاصل کرکے کاشت شروع کردی اور اب ہوبہو پاکستانی کینو کی طرح بھارتی کینو برآمد کیا جارہا ہے ، کینو کے بیج کی چوری کے الزام کو جواز بناکر پاکستانی ایکسپورٹرز نے خدشہ ظاہر کیا ہے کہ بھارت کو ایم ایف این کا درجہ دینا زرعی شعبے کیلیے سنگین غلطی ہو گا۔

    دوسری جانب ہارٹی کلچر ماہرین کا کہنا ہے کہ فارم سے شیلف تک عالمی معیارات اختیار کرکے پھل و سبزیوںکی برآمد 5ارب ڈالر تک پہنچائی جاسکتی

    کراچی: کسٹمز بانڈڈ کیریئرز نے مقامی ٹرانسپورٹ بروکرز کی ہڑتال کو غیرقانونی قرار دیتے ہوئے کہا ہے کہ ہڑتال کی یہ مہم امریکی افواج کیلیے کسٹمز جنرل آرڈرنمبر10 میں ترمیم اور نئے کسٹمز جنرل آرڈر نمبر 16 کے اجرا کے بعد منظم انداز میں شروع کی گئی ہے۔

    آل پاکستان کسٹمز بانڈڈ کیریئرز ایسوسی ایشن کی جانب سے ممبرکسٹمز ایف بی آر ریاض خان کو بھیجے گئے خط میں کہا گیا ہے کہ کسٹمز بانڈڈ کیریئرز سال1993 سے بہترین انداز میں خدمات انجام دے رہے ہیں جس کی بنیاد پرایف بی آر نے ایس آر او 601 مجریہ2011 کے تحت افغان کمرشل کارگوکی ترسیل کی ذمے داری بھی این ایل سی کے توسط سے رجسٹرڈ کسٹمز بانڈڈ کیریئرز کو دی گئی۔

    خط میں کہا گیا ہے کہ کسٹمز بانڈڈ کیریئرز نے بلوچستان اور قبائلی علاقوں میں امن وامان کی ناگفتہ بہ صورتحال کے باوجود بہترین انداز میں افغانستان کیلیے کارگو کی ترسیل کی اور اسی کارکردگی کی بنیاد پرحال ہی میں بانڈڈکیریئرز کو نان کمرشل اور امریکی کارگوکی ترسیل کی ذمے داری دینے کا فیصلہ کیا گیا لیکن اس فیصلے پرمخصوص طبقہ خائف ہے۔



    آل پاکستان کسٹمز بانڈڈ کیریئرز ایسوسی ایشن کے چیئرمین سید شمس برنی نے ’’ایکسپریس‘‘ کے استفسار پربتایا کہ نیٹو افواج کے کنسائنمنٹس کواگرغیررجسٹرڈ ٹرانسپورٹ بروکرز کے توسط سے ترسیل کی اجازت دیدی گئی تو نہ صرف نیٹوکے حساس کنسائنمنٹس کی منزل مقصود تک ترسیل ناممکن ہوجائے گی بلکہ حساس ملٹری ایکویپمنٹس کے راستے میں غائب یا چوری ہونے کے واقعات بڑھ جائیں گے اوریہ دہشت گرد استعمال کریں گے۔

    انہوں نے بتایا کہ کسٹمز بانڈڈ کیریئرز کے رجسٹرڈ وہیکلز محکمہ کسٹمز میں باقاعدہ رجسٹرڈ ہیں جن کی تمام سرگرمیاں کسٹم حکام مانیٹر کرتے ہیں جبکہ مقامی ٹرانسپورٹ بروکرز کا مطالبہ اگرتسلیم کیا گیا تو محکمہ کسٹمز کی جانب سے امریکی فوجی کنسائنمنٹس کی نگرانی پرکنٹرول ختم ہوجائیگا اور فوجی ایکویپمنٹس غائب ہونے کے خطرات بڑھ جائینگے، بانڈڈ کیریئرز کے 1200 وہیکلز پر ٹریکرز لگے ہیں اور مزید 8 ہزار وہیکلزپر نصب کیے جائیں گے جس سے رجسٹرڈ بانڈڈ کیریئرز کے توسط سے کنسائنمنٹس کی ترسیل نہ صرف مقررہ منزل تک یقینی بلکہ محفوظ بھی ہوجائے گی۔

    چوہدری پرویز الہیٰ کی ڈاکٹر طاہرالقادری کو لانگ مارچ سے روکنے کی کوشش ایک بار پھر ناکام ہوگئی۔

    لانگ مارچ رکوانے کے لئے حکومت نے اپنی کوششیں تیز کردی ہیں، اس سلسلے میں مسلم لیگ(ق) کے صدر چوہدری شجاعت حسین، نائب وزیراعظم چوہدری پرویزالہیٰ، بحریہ ٹاؤن کے سابق سربراہ ملک ریاض اورمونس الہیٰ تحریک منہاج القرآن کے سربراہ ڈاکٹر طاہرالقادری سے ملنے ان کی رہائش گاہ ماڈل ٹاؤن آئے تو انہوں نے ملاقات سے انکار کردیا اور اپنی رہائش گاہ سے باہر آکر میڈیا سے بات چیت کرتے ہوئے کہا کہ لانگ مارچ ہر قیمت پر ہوگا اور اس کی قیمت نہیں لگنے دیں گے۔

    ڈاکٹر طاہرالقادری نے کہا کہ اگر وہ ایک لمحے کے لئے بھی ملک ریاض سے مل لیتے تو عوام میں لانگ مارچ کے بکنے کا تاثر پیدا ہوجاتا اور وہ ایسا نہیں چاہتے تھے۔

    اسی دوران چوہدری شجاعت حسین، چوہدری پرویز الہیٰ اور ملک ریاض بھی طاہرالقادری کی رہائش گاہ سے باہر آگئے اور کہا کہ وہ نہ ہی لانگ مارچ کی قیمت لگانے آئے اور نہ ہی کسی کو خریدنے بلکہ عوام کو کسی بھی ناخوشگوار واقعے سے بچانے آئے ہیں۔

    چوری اوپرسے سینہ زروی؛ بھارتی ایئر چیف مارشل کی پاکستان کو دھمکی



    نئی دہلی: بھارتی ائیر چیف مارشل این اے کے براؤن نے دھمکی دیتے ہوئے کہا ہے کہ اگرپاکستان کی جانب سے فائربندی کی خلاف ورزیاں جاری رہیں تو دوسرے آپشنز پر غور کرنا پڑے گا۔

    لائن آف کنٹرول پرفائرنگ کے واقعات گزشتہ کچھ دنوں سے جاری ہیں اس سلسلے میں پاکستان نے جب بھارت سے ان واقعات پراحتجاج کیا تو بھارت نے اپنی روایتی دشمنی کا مظاہرہ کرتے ہوئے واویلا مچانا شروع کردیا کہ پاکستان کی جانب سے کی گئی فائرنگ کے نتیجے میں 2بھارتی فوجی ہلاک ہوگئے،پاکستان نے بھارت کو ان واقعات کی اقوام متحدہ یا کسی تیسرے فریق سے تحقیقات کرانے کی پیش کش بھی کی جس کا بھارت نے آج تک جواب نہیں دیا۔

    بھارتی وزیر دفاع اے کے اینتھونی کا کہنا ہے کہ دو بھارتی فوجیوں کی موت پاکستان کے ساتھ تعلقات کا ٹرننگ پوائنٹ ثابت ہوئی ہے۔ اور تو اور بھارتی حکومت اور فوج کی معصومیت کا ثبوت دیتے ہوئے وہ مزید کہتے ہیں کہ فائرنگ ہمیشہ پاکستانی افواج کی طرف سے کی جاتی ہے بھارتی تو انتہائی سوچ سمجھ کر جوابی کاروائی کرتے ہیں۔اور موصوف یہاں رکے نہیں دھمکی دیتے ہوئے یہ بھی کہہ ڈالا کہ بھارت اپنے دفاع میں ہر ممکن اقدام کرنے کے لیے پوری طرح تیار ہے۔

    دوسری جانب ڈی جی آئی ایس پی آر کا کہنا ہے کہ پاکستان لائن آف کنٹرول کی خلاف ورزیوں کو کسی صورت برداشت نہیں کرے گا۔ انہوں نے کہا کہ ڈائریکٹرجنرل ملٹری آپریشنز نے اپنے بھارتی ہم منصب سے ہاٹ لائن پررابطہ کرکے بھارت کی جانب سے لائن آف کنٹرول پر کی گئی فائرنگ کی شدید الفاظ میں مذمت بھی کی ہے۔

    ڈی جی آئی ایس پی آرمیجر جنرل عاصم باجوہ کے مطابق رواں ہفتے بھارتی فوج کی بلااشتعال فائرنگ سے 2 جوان شہید ہوئے،6 جنوری کو بھارتی فوج نے حاجی پیر سیکٹر سے سرحدی خلاف ورزی کرتے ہوئے فائرنگ کی جس سے لانس نائیک اسلم شہید اور سپاہی وسیم زخمی ہوا تاہم پاک فوج کی جوابی کارروائی سے بھارتی فوجی ہتھیار چھوڑ کر بھاگنے پر مجبورہو گئے جبکہ 10 جنوری کوبھارت کی جانب سے کی گئی فائرنگ سے حوالدار غلام محی الدین شہید ہوا۔

    Jackie Chan Says America Is ‘The Most Corrupt Country In The World’
    In a recent Chinese TV interview, well-known martial artist and actor Jackie Chan slammed America as “the most corrupt country in the world.” Although the remarks may come as a surprise to many Americans, The Washington Post notes that Chan is a passionate political activist, “a staunch defender of the Chinese Communist party” and a “harsh critic of anyone he sees as opposing Beijing.”

    In a new piece called “The anti-Americanism of Jack Chan,” author Max Fisher transcribes the recent interview and notes that Chan has been “stirring controversy for a few years now for criticizing Taiwan and Hong Kong as models of what can go wrong when you have ‘too much freedom.’”

    Chan also says that Chinese citizens should not criticize their country to foreigners and notes that he is always cognizant of this in American interviews. He adds that although China may also has a “corruption” problem, the country is “making progress.” The cause of the world financial crisis, or “Great Breakdown,” according to Chan, is the United States.

    Chan has previously stated of censorship in Chinese media that “Chinese people need to be controlled, otherwise they will do whatever they want.”

    Fisher notes that “Chan’s comments, though widely disparaged on Chinese social media, do reflect a certain strain of anti-Americanism that is particular to some elements of China.” He goes on to add that Chan and others’ “defensiveness” is likely about “internal Chinese doubts about their country’s progress.”

    It might be perplexing to some that Chan still makes movies in the US, given his apparent hatred for the country. Fisher, however, ays, “To the degree that Chan’s comments were anti-American, they likewise reflect a common Chinese view of the United States, one that is rooted not just in attitudes toward America but in China’s proud but sometimes insecure view of itself.”

    “In other words,” he adds. “We shouldn’t be too offended.”
